Chernigov: January 1, 2017 Ukraine will have the "Affordable medicines"

About this said the Deputy Minister of health of Ukraine Roman Ilyk, communicating with Chernihiv journalists at a press briefing at the regional hospital yesterday, December 21. The relevant Ministry is gradually introducing reforms in the healthcare industry. One of them is providing the population with vital medicines. Because now 90% of the citizens buy medicines at their own expense. As explained by the Deputy Minister, the project "Affordable drugs" – state regulation of prices for the three diseases: cardiovascular diseases, asthma and diabetes. The state will set prices for medicines through their external referencing in 5 European countries, including Poland, the Czech Republic and Hungary. The lowest price of the medicinal product in these countries will have higher marginal border prices in Ukraine. To really help patients, from 1 April next year on these diseases should make the process of reimbursement prices, said Roman Ilyk: – The patient will receive state-guaranteed medicines at the price of the cheapest drug free. All other medications that are in the program of reimbursement, citizens will be able to surcharge. By the way, in 2017 on remboursera scheduled more than 1 billion hryvnia. The program will be used 50 medications, including not to be combined forms. Also the Deputy Minister noted that in 2012 already had experience of implementing such programs was the cure for hypertension-related diseases. However, there are enough problematic issues, the program was closed. Now, convinces Roman Ilyk, all the flaws considered and the Ministry promised that the reimbursement mechanisms improved and they should work. In addition, the representative of the relevant Ministry focused on the three main components of reforming medicine: the changing shape of the Finance industry, providing the population with quality and affordable medicines, as well as carrying out large-scale maintenance work. According to statistics, 65% of Ukrainians die from cardiovascular diseases. Therefore, the task No. 1 is to shift patients to receive medical care in primary care, how it is applied in the best European practices. Now, two out of ten patients receive primary care. However, doctors are convinced that it should be the opposite – eight out of ten people should be treated in primary care, to prevent further development of disease.
