The creation of hospital districts is based on a combination of the following principles: * safety and quality of care based on evidence-based medicine; * timeliness of access to medical care; * economic efficiency — ensuring the highest possible quality of medical care provided a rational and economical use of budgetary funds. The composition, boundaries and service area of the district hospital should be defined so that residents who live within it, have access to secondary (specialized) medical assistance under the hospital district. Centre district hospital is determined by the locality, usually a city with a population of over 40 thousand people, which houses a multi-field hospital of intensive treatment the second level that is geographically nearest to the centre of the district where hospital is located intensive treatment. The service area of a district hospital is determined by the timeliness of the arrival of multi-profile hospitals for intensive treatment, which should not exceed 60 minutes and must be equivalent to the radius of the service area of 60 miles, subject to the availability of paved roads. It may be less a lack of communications or terrain features that significantly impede communication (rivers without bridges, mountains). If outside the service areas of the hospital districts are home to more than 120 thousand inhabitants, these territories creates hospital district around the village, where the multi-field hospital of intensive treatment the first level, usually in the centre of this district. If outside the service area of hospital districts with population less than 120 thousand inhabitants, then such territory shall be referred to the neighboring hospital districts. Boundaries of hospital districts should be held, as a rule, midway between the centers of hospital districts. These boundaries may shift outside of the service area depending on the main clinical routes of patients in healthcare facilities.
