Introduced a new mechanism for the distribution of health subsidy for the consolidated territorial communities. Now 40% of the subventions will be made on primary medical services. We will remind, on December 28 2016 the Cabinet of Ministers of Ukraine adopted a resolution "On amending item 5 of the Procedure and conditions of provision of medical subventions from the state budget to local budgets", which provides that "the Council of the territorial community convey means of subventions for the implementation of the cost of secondary medical care in the budgets of the respective districts, cities of regional importance and the consolidated territorial communities, in an amount not less than 60% of the volume of subventions provided for the consolidated territorial communities that have United voluntarily on the basis of districts and not less than 70% - provided for the consolidated territorial communities that have United voluntarily on the basis of cities of oblast significance". By this time in 2016, the Ministry of health of Ukraine by the letter to the regional state administrations encouraged to allocate funds to the medical subsidy, provided for the consolidated territorial communities, between types of medical care - primary and secondary - in the proportion of 30x70.
