Igor Gundich: hospital districts should be able to receive quality medical services
How will be the process of the creation of hospital districts in Zhytomyr and how is the optimization of hospital beds is discussed on 4 January, during a meeting with heads of regions and medical institutions in the region. The meeting was attended by Chairman of Zhytomyr regional state administration Igor Gundich and Chairman of Zhytomyr regional Council Volodymyr Screen. One of the main directions of health reform is the need of functioning of hospital districts, the order of creation which was approved by the Cabinet of Ministers of Ukraine from 30.11.2016 No. 932. According to the Department of health ADMINISTRATION, in Zhytomyr region it is planned to create 4 district hospital: Zhytomyr, Korosten, Berdichev, and Novograd-Volynsk. During the creation of schematic maps of hospital districts accounted for safety, quality, timeliness of access to care and economic efficiency – ensuring the highest possible quality of medical care provided for the rational use of budget funds. — The Chairman of regional state administration Igor Gundich, referring to the chairmen of the district state administrations, district councils, the chief doctors of the CRH, said: "in Your opinion for us is really important. All the achievements of the meeting will be considered at the time of submission of proposals for the creation of hospital districts in the region to the Ministry of health of Ukraine. The deadline for maps to the MZ – 10 January". According to the CMU center hospital district is defined locality (a city with a population of over 40 thousand persons), which houses a multi-field hospital of intensive treatment the second level. One of the conditions for the creation of the district is the service area that is a maximum of 60 minutes of arrival to the multi-field hospital of intensive treatment and equivalent radius of the service area 60 km away. During consideration of map hospital districts heads of the districts have made proposals to improve their boundaries and composition. — "First of all talk about convenience for people. Not only that, the money will follow the patient, people need to receive quality medical services and to get in time in any hospital district", – said Igor Gundich while discussing the map. The head of the Department of health of regional state administration Oleksandr Torbas outlined the main criteria for the CMU: * the hospital district is comprised of at least one multi-field hospital of intensive treatment in the first and/or second level health care facilities; * scope provide secondary (specialized) medical care should be provided with a multi-field hospital of intensive treatment of first and second level, approved by MOH; * equipping of health care institutions that provide secondary (specialized) medical assistance shall be in accordance with an exemplary time sheet of material and technical equipment approved by the MOH; * multi-field hospital of intensive treatment the first level should provide medical care not less than 120 thousand persons.
