About the problems and achievements of Vinnytsia region and Shargorodsky particular – in a special interview with the journalist of our edition with the Chairman of regional state administration Valery Corum. - Budget depends on the budget of the country. Valery, what a special budget 2017? - I want to note that this is a landmark budget. It laid completely different aspect ratio than those formed before. The proportions, which sharply reduced the proportion of government subsidies to the oil and gas complex. So, on the subsidies pledged 47 billion UAH (last year – 100 billion). The rest went to the Ukrainian army, the Ukrainian cinema, to increase wages. The main feature of the state budget for 2017 is that it creates a new structure of expenses of the regional budget. It gives an opportunity that is very important to raise the minimum wage people, and not only minimal, but also within the tariff. With January in the calculations we use the salary increase of teaching staff by 50%, workers of the health sector by 40%. This was not there before. But at the same time, the budget includes costs that are double the regional development Fund, the costs associated with the repair of roads, increase spending on defense. Priority and funding will APK, energy efficiency, culture and decentralization. This is a budget that begins a new stage of budgetarian in Ukraine in General. - Where is the money? This is one of the best indicators in Ukraine. It is very important when we talk about agrarian businesses that this year for the first time managed to balance the dynamics of prices and a good harvest. People need to understand that the problems are solved on the ground, not in Kiev. - Referring to decentralization, the creation of the new unified territorial community, often say, "when the poor marry the poor, the rich family will not work." And self-sufficient communities are confident that no Association they don't need to be Like? - Despite all the talk, people still don't understand: why is it we say? It's not fashion! Is a truly global process of changing the system of organization of power. Not just will be transferred to the authority of the United communities in the financing of institutions of education or culture. We cling to old institutions that have already rotted and that want to go forward. District is a territorial unit, an abstract concept. Nowhere in the district is not going anywhere! One of them – bad roads – our eternal pain. On what roads we can hope in the next year? - Indeed, there are many problems. But compared to the problems we often don't see big changes. In 3-5 years we will see an absolute different structure management district, a village with very different institutions and very different functions. It is a basic principle: if you want to change for the better - start with yourself! Before you accuse someone of something, have to look at ourselves. Then we will make the right decisions.
