1 January cancelled the special VAT regime for agricultural producers. This was announced by Deputy head of Main Department of State fiscal service in Ternopil region Serhiy Gospodarik. "From January 1 to the State budget and the Tax code introduced a number of changes that relate to taxation. In particular, in connection with the abolition of the special VAT agricultural producers who are registered as subjects of the special tax regime, translated into a common system of VAT. However, the government decided to provide agricultural budget subsidies for the period from 1 January 2017 until January 1, 2022, to somehow support them in connection with the abolition of the special regime for VAT. Funds for this were provided in the state Budget for 2017. To receive subsidies agricultural producers are to be made in the Register of recipients of budgetary subsidies. For inclusion in the Register of recipients of budget subsidies to the agricultural producers shall submit to DFS for the place of their registration as VAT payer's statement. The application is submitted directly by the supervisor or a representative of the agricultural producers with the mandatory documentary evidence of the persons and authority. The statement shall specify the grounds for the making of agricultural producers in the Register; the list of activities of such agricultural producers, the implementation of which gives the right to receive budgetary subsidies", - explained Sergey Gospodarik. In his words, then submitted to the Registry monthly must submit to the DFS on a VAT return with the application which indicate the tax liabilities of the positive difference between the sum of the NC BUT also the reporting by results of activities during the reporting (tax) period; the calculation of the proportion of the cost of agricultural goods delivered during the previous 12 consecutive accounting tax periods (months). "But how and when you will receive state subsidies in 2017, it is difficult to say. Because the allocation of budget subsidies must be financed by the state Treasury according to the budget program of the Ministry of agriculture. And the order of distribution of budgetary subsidies for the development of agricultural producers and stimulation of agricultural production has yet to develop and adopt the Cabinet of Ministers", - said Sergey Gospodarik.
