Boundaries and composition of hospital districts should be determined in such a way that the residents living there had access to secondary (specialized) medical assistance under the hospital district. The administrative center of the district hospital is determined by the locality, usually a city with a population of over 40 thousand people, which houses a multi-field hospital of intensive treatment the second level. The service area of a district hospital is determined by the timeliness of transport to General hospitals, and intensive treatment should not exceed 60 minutes and can be equivalent to the radius of the service area of 60 km.
