Observers Special monitoring mission to Ukraine of the Organization for security and cooperation in Europe visited Vinnitsa regional employment center (photos)

January 25, 2017. . the Director of the Vinnitsa regional employment center Svetlana Alyabyev had a meeting with the observers of the Special monitoring mission in Ukraine of the Organization for security and cooperation in Europe – acts Georgievsk and Robert Lambert. During the meeting they talked about the provision of employment centres in Vinnytsia region services to ATO participants and IDPs. The goal of the Mission is to impartially and objectively to observe and report on the situation, and also to promote dialogue between all parties to the conflict. Acts Georgievsk reported that they are currently exploring the reintegration into society of the ATO participants, their families and internally displaced persons, the observance of their social rights in the Vinnytsia region. To do this, the observers are in contact with the authorities at all levels, local authorities, the public for in-depth consideration of problematic issues of these categories of the population. Svetlana Alyabiev informed the interlocutors that in the regional employment service appealed 4420 people from among demobilized soldiers who took part in anti-terrorist operations. 770 persons were employed, including 38% in agriculture, 22% in industry and 11% in the trade sector. Elaborated on the assistance of the employment service to start your own business by learning the basics of business and financial support for entrepreneurial activities. So, 109 participants of ATO received a one-time payment of unemployment assistance to open their own business. Svetlana Sergeevna told about incentives for employers who employ demobilized fighters – the legislative compensation of actual expenses in the amount of single social contribution. Special attention was paid to the specifics of employment of ATO members, particularly measures that facilitate their return to civilian life and adaptation in the labor market. To achieve a positive result, specialists of employment centers cooperate with all social partners regarding the decision of socially-psychological adaptation and overcoming post-traumatic syndrome soldiers. Stressed the importance of an individual approach to each soldier, in particular through work with their families. Also discussed was the question of medical inspection of persons who wish to be employed. Robert Lambert shared the experience of other countries on obligatory presence of the applicant certificate of medical examination. Summing up the results of the meeting the participants agreed on further cooperation Vinnytsia regional employment service and the Special OSCE monitoring mission, in particular about the next meeting on the issue of the provision of services to internally displaced persons.
