Program of development of education of the city of Chernivtsi in the years 2017-2020 approved at the next session of the Chernivtsi city Council. Implementation of its measures will allow to upgrade the education of the city, to bring it into line with European standards, to focus on the needs of the residents regarding quality and accessible education. The funding for the Program for four years will be $ 466 991 570 USD. The Programme takes into account the social needs of the population regarding education level, current global trends of globalization, the development of research and information technology, advances in the field of pedagogical innovations. In 2017-2020, it is planned to continue work on the implementation of the National strategy of education development in Ukraine for the period until 2021, the concept of national-Patriotic education of children and young people, other normative-legal documents regulating the educational area; to guide the activities of the teaching staff on the implementation of the "Strategy of national-Patriotic education of children and youth in 2016-2020"; continue development of public-state governance of education through the participation of community in the solution of educational problems; to continue work on the establishment of an optimal network of secondary schools taking into account projected demographic changes and other factors; to contribute to the expansion of the network of preschool educational institutions of different types and forms of ownership, including by the diversity of models of organization of preschool education; to implement inclusive education in preschool educational institutions; to ensure the integration of children with special educational needs in General education space by creating conditions for their education in inclusive classes in mainstream schools; to promote learning in educational institutions of the city the children of immigrants from the occupied territories; to organize the rest and health improvement of children of privileged categories; optimize and upgrade the network of circles and creative associations, art-aesthetic, scientific-technical, sports, ecological-naturalistic and tourist and local destinations. Continue the implementation of measures on de-bureaucratization of schools, simplify the workflow, and will begin a gradual transition for individual institutions to autonomy in the management budget. Among the most important activities of the Programme: the expansion of the network of preschool educational institutions, improving the network of secondary and non-formal education institutions, ensure an appropriate level of their current content and functionality, development of sports grounds on the territory of secondary schools (football, basketball, volleyball field, sports equipment), ensuring the requirements of the order of organization of inclusive education in secondary schools and opening inclusive groups in DOE, ensuring the social protection of orphans and children deprived of parental care, children with disabilities, from poor families, children of immigrants and children of the ATO participants, strengthening the material-technical base of educational institutions, schools, youth sports schools and the introduction of energy saving technologies. From the city budget will be allocated for purchase of computers, specialized equipment for classrooms, providing furniture medical office, ensuring compliance with appropriate sanitary and hygienic requirements of fire-prevention actions in educational institutions and the like. The program also provides for the implementation of city programs, organization and holding of mass events.
