Chernivtsi: the Grant payment management services to apartment house
the Resolution of the Cabinet of Ministers of Ukraine from 28.12.2016 No. 1022 "On approval of the Procedure for determining the maximum size of expenses on payment services for the management of an apartment house on the basis of which subsidies are provided to the population" allows the public to apply for a grant for the service, the maximum size of the costs which will depend on the minimum wage. The effect of this Order shall apply to managers of an apartment building, associations of owners of apartment houses (ajoah), housing-building (housing) cooperatives, communities who live in apartment buildings, dorms, and who pay a service for the management of the apartment building at appropriate prices, or reimburse the costs and management of the apartment building in accordance with the approved in the established order contributions/payments. The subsidy for reimbursement for payment of services for the management of the apartment building are based on the size of the price of a service for the management of the apartment building for an appropriate home, but not more than the maximum amount of expenses determined in accordance with the requirements of this Order. The size limit determines the structural units on issues of social protection of the population according to the following formula : where Wgrn – the ultimate amount of costs in UAH per 1 square meter; Spmn – the statutory minimum wage in the same period, UAH; 0,1 – the ratio of the average for Ukraine of the amount of household expenditure on housing maintenance; 48,87 – the average size of housing area per household grantees in apartment buildings, square meters. Limit the amount of expenses determined according to the above formula, increased by the amount of value added tax or a single tax when rendering management services to apartment building managers, who pay the corresponding tax. The size limit of expenses in case of changes at the legislative level of the established minimum wage or changing the tax system to the appropriate Manager, what the Manager within 10 days is obliged to inform the structural unit for the social protection of the population, are listed. Manager, within two weeks from the date of signing of the contract on the provision of services for the management of the apartment building or changes thereto, shall notify the authority of social protection of the population about the size of the prices for the services defined for an appropriate home, and provides information about the system of taxation in which it is located (General or simplified), specifying the amount of appropriate tax which he pays. Association of owners, cooperatives inform the social security authorities of the population about the contributions/payments for the management of the apartment building within one month from the date of the General meeting, at which a decision on approval of size of contributions/payments to the management of the apartment building. Citizens living in apartment houses and hostels, which have created the Association of co-owners in apartment buildings, cooperatives, subsidy for cost recovery on management of the apartment building is based on the contributions/payments for this service, but not more than the maximum amount of expenses determined according to the above formula.
