City Council approved the technical documentation by a standard monetary assessment of city lands of Chernigov
Chernihiv city Council approved the technical documentation by a standard monetary assessment of city lands of Chernigov as of 01.01.2016. This decision shall enter into force on 1 January 2018. Despite this, the decision of the Chernihiv city Council, dated 31 March 2011 "On approval of technical documentation by a standard monetary assessment of city lands of Chernigov as at 01.01.2010" from January 1, 2018 expires. According to the approved technical documentation, the basic cost of one square meter of the earth is 275 UAH 32 kopecks., taking account of the indexation coefficient for the year 2016 it will be 275 UAH 32 kopecks. x 1.06 = 291 UAH 84 kop. According to the normative monetary value, acting in Chernigov, taking into account the coefficients of indexation for the years 2014-2016 medium (base cost) per square meter of land is 176 UAH 39 kopecks. x 1.433 x 1.249 x 1.06 = 334 UAH 65 kopecks. According to article 271 of the Tax code of Ukraine the decision of advice on normative monetary evaluation of land plots located within settlements, officially promulgated by the relevant local authority before July 15 of the year preceding the budget period in which it is planned to apply a standard monetary assessment of lands or changes (the planning period). Otherwise, the rules of the respective decisions shall be applied not earlier than the beginning of the budget period following the planning period. Reference: Normative monetary evaluation of land settlements is the economic basis, which is the basis for the calculation of land tax, rent for use of land plots, determination of losses of agricultural and forestry production. Normative monetary evaluation of land plots is used for: • determination of the amount of land tax and rent for land plots of state and communal ownership; • the state fee in case of exchange, inheritance and donation of land according to law; • losses of agricultural and forestry production; • when developing indicators and mechanisms of economic stimulation of rational use and protection of land; • determination of the starting price at sale of auction of lease rights to land plots. Under part two of article 18 of the Law of Ukraine "On valuation of lands" normative monetary evaluation of land plots located within settlements, regardless of their purpose shall be held not less than once every 5-7 years. The current normative monetary assessment of city lands approved by the decision of the Chernihiv city Council, dated 31 March 2011 "On approval of technical documentation by a standard monetary assessment of city lands of Chernigov as at 01.01.2010" (7 session of the 6th convocation). By order of the Department of land resources of the city Council of the Ukrainian state scientific-research Institute of urban design "Dipromisto" named after Y. M. Belokon was performed a complex of works by calculation of normative monetary evaluation of lands of Chernigov. Technical documentation on the normative monetary evaluation of lands of Chernigov and developed in accordance with the requirements of the law of Ukraine "On state examination of land documents", passed the state examination, received a positive opinion in Derzeitiger of Ukraine from 24.11.2016, No. 999-16. Law of Ukraine of December 20, 2016 No. 1791-VIII "On amendments to the Tax code of Ukraine and certain legislative acts of Ukraine concerning balancing of budget revenues in 2017" it is established that the consumer price index for 2016 that is used to determine the coefficient of indexation of the normative monetary valuation of land, used with the value for agricultural land (arable land, perennial plantations, hayfields, pastures and fields) – 100%; for non-agricultural land – 106%.
