Sergey Savchuk: Potential investors in "green" projects should have the guaranteed right to freely receive technical conditions for connection to networks (photo)

27 January 2017 at the Agency, chaired by the Chairman of the Saee Serhiy Savchuk with representatives of the relevant committees of the VRU, associations and business held a meeting devoted to the issue of the annexation of renewable energy facilities to electric networks. "This year, the Government has embarked on the development of the economy and in this context, renewable energy can be a powerful engine of change, as any "green" project is a new investment and more jobs. Therefore, an urgent need to increase electricity production from renewable sources under the National action plan up to 2020, – said at the beginning of the meeting, the Chairman of the Agency. – we pay special attention to the removal of barriers along the way. Key among them is the problem of "spare" capacity that is not used. This is due to the indefinite extension of technical conditions for connection of objects to networks". Sergey Savchuk explained that many of those who have the technical conditions for connection to networks, but for various reasons not in a hurry to implement their projects. As a result of the capacity reserved, and the construction of prospect, and the new investors who are ready to immediately implement its project faced cost overruns when purchasing or previously issued technical conditions, or the search for new attachment points. "According to Ukrenergo, at the moment of the potential of 5.2 GW capacity of renewable energy has 4.4 GW of issued technical conditions for accession. Of these, only 37% were implemented during 2013-2015 years", – cited statistics S. Savchuk. "To resolve this problem, you should immediately and we have suggestions to a solution. We have developed a bill which proposed to issue the technical conditions for renewable energy facilities for a period of 2 years with possibility to extend their duration to 5 years, – said Serhiy Savchuk. We believe that the establishment of specific validity of the technical conditions will encourage companies to complete quickly the construction of facilities and not to abuse the right to indefinite possession of the point of connection to the network. New customers will have less investment risks, because will be able to immediately assess the reserves capacity utilities and to calculate the profitability of their projects." During the meeting participants discussed problem issues of the accession of renewable energy facilities to electric grids and agreed on the feasibility of the developed Saee bill. Following the meeting, all suggestions and comments will be taken into account when finalizing the bill. Next week the Saee plans to discuss the revised bill in the Verkhovna Rada Committee on fuel and energy issues. This was reported in the Vinnytsia regional state administration
