From 1 January 2017 vocational school students and students (cadets) of higher civil educational institutions of I-IV accreditation level from among preferential categories of the population enrolled full-time on the state order and do not receive an academic scholarship are eligible for social grants. According to Natalia Koshelyuk, the resolution of the Cabinet of Ministers of Ukraine from December 28, 2016 ¹ 1045 "on Some issues of payment of social grants to students (cadets) of higher educational institutions" approved by the Order of use of funds envisaged in the state budget for payment of social scholarships to students (cadets) of higher educational institutions. "This decree regulates the payment of social grants at the expense of the State budget students in public higher education institutions", - noted the official. The payment of social scholarships to students at vocational schools and students of municipal institutions at the expense of local budgets according to the categories of recipients of social grants and their dimensions are defined in the Order. "To obtain social scholarships students must apply to the University, a statement, giving a copy of your passport, birth certificate, ID number, student card and documents confirming their preferential status. The UNIVERSITY generates a personal matter, a copy of which reports on social protection at the location of the educational institution. Information about the student is entered in the Unified state automated register of benefit recipients," - said Natalia Koshelyuk. According to her, the region has 25 non-military higher educational institutions of i-IV level of accreditation, of which 14 are located in the city of Vinnitsa. "In January 2017 educational institutions assigned social scholarship to 994 students in the amount of 1 million 394 thousand 250 UAH," - said the official. For the application: The right to receive social grants are students and the numbers: 1) orphaned children and children deprived of parental care, and students (cadets) of higher education, which in the period of study at the age from 18 till 23 years remained without parents; 2) persons who are entitled to receive social scholarship in accordance with articles 20-22 and 30 of the Law of Ukraine "On status and social protection of citizens which suffered owing to Chernobyl accident" (victims 1.2,3 category, children and disabled as a result of the Cheka. minor children of deceased citizens, whose death is connected and the consequences of the accident at CAS, minor children of the individuals pertaining to category 1) 3) the miners who have underground experience of at least three years in accordance with article 5 of the law of Ukraine "On raising prestige of miners 'work"; 4) individuals whose parents are with the miners who have underground experience of at least 15 years or satnali due to an accident at work or became invalids of group i or II in accordance with article 5 of the law of Ukraine "On raising prestige of miners' work*' within three years after obtaining a General secondary education; 5) persons recognized as participants of military actions according to paragraph 19 of part one of phase 6 of the Law of Ukraine "On status of war veterans, guarantees of their social protection", and their children (up to graduation in this institution, but not longer than until they reach the age of 23) under article 44 of the law of Ukraine "On higher education"; 6) children one of whose parents was killed (missing) in the area of antiterrorist operations, of hostilities or armed conflict, or died as a result of injury, contusion or mutilation received in the area of antiterrorist operations, hostilities or armed conflict, as well as as a result of disease obtained during the period of participation in the antiterrorist operation (up to graduation in this institution, but not longer than until they reach 23 years), in accordance with article 44 of the law of Ukraine "On higher education"; 7) children one of whose parents died during mass actions of civil protest or died owing to wound, contusion or mutilation received during mass actions of civil protest (before graduation, but not longer than until they reach 23 years), in accordance with article 44 of the law of Ukraine "On higher education"; 8) children registered as internally displaced (up to graduation in this institution, but not longer than until they reach 23 years), in accordance with article 44 of the law of Ukraine "On higher education". Social scholarship for the entire period of study starting from the month of application and paid in the following amounts: the students (cadets) of higher educational institutions of i—II accreditation level, who are entitled to the appointment of social grants - 750 UAH; the students (cadets) of higher educational institutions of III—IV accreditation level, who are entitled to the appointment of social grants - 1000 UAH; the students (cadets) of higher educational institutions of i—IV accreditation level from among children-orphans and children deprived of parental care, and students (cadets) of higher education, which in the period of study at the age from 18 till 23 years remained without parents, - 2 000 UAH.
