heads of the service on children Affairs of regional state administration, Vinnytsia regional center of social services for family, children and youth 31 January 2017 signed a joint agreement with the International charity organization "Partnership for Every child. The agreement is aimed at carrying out actions for the implementation of innovative services - patronage over the child. Service for six years has built up a charitable organization together with Executive authorities of Kiev, Brovary, Bila Tserkva and Uman. In these cities there are 7 families of foster parents, in which he received services for temporary, care, education and rehabilitation of the 94 children who were in difficult circumstances: every third child was returned to biological parents, and the rest arranged in familial forms of education or adopted, no child came to the orphanage. According to the changes made in 2016 of the law of Ukraine "On protection of childhood", in Ukraine and Vinnytsia region in particular has begun work on the implementation in the experiment, the activities of families of foster parents as an alternative form of education and socio-psychological rehabilitation of children. Head of service for children of the regional state administration Tatyana Dorosh during the signing of the agreement noted that in the conditions of decentralization of power and reform institutions for the functioning of foster families is of particular importance, because it gives the opportunity directly to each district and the city to meet the needs of temporary placement of children in difficult circumstances. The Director of the Vinnitsa regional CSSD Elena Stoyanova also noted that shnye realities show, there are cases when children, for various reasons, require immediate removal. Subject to the operation of the districts and cities of the families of foster parents, the children will be able to avoid the device companies. Children in family foster caregiver will give the opportunity not to take them from the place of origin and will maintain relations with biological parents, with whom the specialists of centers of social services will work to overcome difficult life circumstances and the return of the children in the family. In the framework of the agreement of the International charity organization "Partnership for Every child will provide methodological support to the social service centres for families, children and young people in the selection process of families-candidates for foster carers and conducting supervisions on the results of the first devices to children under the patronage. In addition, the organization incurs the costs of training of one group of families - candidates for foster carers and will monitor the effectiveness of the introduction of the services of patronage and conformity of the decisions taken in the interests of each arranged under the auspices of the child. For reference Family patronage – is a professional and comprehensive service that provides temporary care and education of the child, which was in difficult circumstances and in need of protection, family foster parent, and the simultaneous provision by the specialists of the social sphere of the intensive support services the child's family to restore its healthy functioning.
