In Zhytomyr region the government has brought social norms to actual consumption of services
Through inflated social norms that do not correspond to the real level of consumption is not encouraged citizens to save energy, the government in the past heating season (2015-2016) "overpaid" on subsidies more than 14.5 billion hryvnia. To remedy the situation, to introduce incentives to save energy consumption, the Government has brought social norms to actual spezialreiniger Ukrainians. The corresponding solution is fixed in the decree of the Cabinet of Ministers of Ukraine No. 51, informs the Minister of social policy of Ukraine Andriy Reva. According to him, because social norms which are subject to the housing subsidy, does not correspond to the real situation of the consumption of heat, gas and electricity, citizens of Ukraine have witnessed how subsidence in winter, open the vents in the premises in order to use Altajenergo that they meant the subsidy. "However, they explained their actions by the fact that, well, if this is not done, that is not to use the whole volume of energy resources during the heating period, the next period, the subsidy will not give them or to reduce their size. Hence, the myth that "you must use the full gas, water and other utilities that are assigned to a subsidy, otherwise it will cease to provide"" - said Andriy Reva. He believes that energy saving is a higher priority for the country. "We should learn to save expensive energy to strengthen our energy independence," - said the Minister. According to a Government decision from may 1, 2017 Ukraine will apply these social norms: * thermal energy for district heating (district heating) subscribers residential budinich equipped house and/or apartment metering devices, - 0,0431 on Gcal 1Q. meter palawanos for a month during the heating season; * electrical energy for individual heating of 51 kWh per 1 square meter of heated area for a month during the heating season; * natural gas for individual heating - 5,0 cubic meters 1 square meter of heated area for a month during the heating season. The Government also revised correction factors for the calculation of the cost of electric energy, natural gas and other fuels for heating in multi-storey buildings.
