In Zhytomyr region, the government approved the method of paying the excise tax on fuel to local budgets

Yesterday, 8 February, the Cabinet approved the decree on the Procedure for admission of the excise tax on fuel to local budgets developed by the Ministry of Finance. What's the problem? In 2016 was repealed a tax on retail fuel sales in the amount of 5% which is paid to local budgets. The reason for this was shadowing retail sales of fuel to individual tax payers, which resulted in a shortfall in excise duty on retail sale in the local budgets. The Ministry of Finance has developed an effective model, which of 13.44 % excise tax on produced and imported fuel would be paid to local budgets. For example, now the rate of excise tax on petrol is 213,5 EUR per 1000 l of this amount, accounting for 28.7 per 1,000 l (13,44 %) will be directed to local budgets. What gives? First, this model will contribute to the shadowing and increase the efficiency of payment of excise tax. Second, it will provide stable revenues to local budgets. In turn, this will have a positive impact on the socio-economic development of regions in 2017. Additional information: The order provides: * the enrollment of part (13,44%) excise tax on produced and imported fuel to local budgets; * daily distribution of the excise tax on fuel between the local budgets in accordance with the proportion to be credited to local budgets.
