As reported by Victor Cusack in 2016 thanks to the cooperation of public authorities, local governments and specialists of the capital construction Department of Ternopil regional state administration was implemented three state programs financing: • state regional development Fund; • subsidy from the state budget to local budgets for implementation of socio-economic development of individual territories; • subsidy from the state budget to local budgets for the infrastructure of the United territories of communities. Overall in 2016 UKS Ternopil regional state administration was the customer (with technical supervision) for 66 objects; only technical supervision carried out for 21 facilities. Important is that in 2016, managed to finish six under construction, which at this stage prepared to surrender. Regional development Fund According to the results of competitive selection in 2016 selected a total of 54 investment projects financed at the expense of state regional development Fund in the amount of 93.6 million UAH. from the local budget were provided 23.9 million UAH. Of these funds on new construction provided 27.5 million UAH. reconstruction, re-equipment and major repairs – 89.9 million UAH. In the context of the branch list as follows: • education – 30 projects, amounting to 28.2 million. • health – 8 units in excess of 26 million UAH. • Housing – 7 units at $ 28.3 million UAH. • culture - 7 objects, and the sum of 7,5 million UAH. • social protection – 1 object, and the amount of 3 million UAH. • 1 administrative room, which houses a club, a library and medical akusherki item in the amount of 409,43 thousand UAH. However, according to the order of the Chairman of regional state administration, management of capital construction was specified by the customer for 46 objects in the field, financed from the funds of the state regional development Fund in the amount of 75, 5 million UAH. Victor Cusack noted that to ensure rational use of public funds in the process of implementing all the aforementioned programs of financing of the tender Committee of the UKS Ternopil regional state administration within 2016 held on 27 procurement procedures. "This was done on the basis of the Law of Ukraine "On public procurement" and the law of Ukraine "On public procurement", - he said. Victor Cusack drew attention to the fact that the disbursement of funds as a result of the implementation of the projects held by 99.4% of allocated 75484,520 thousand UAH. used 75044,131 thousand UAH. Therefore, completed and put into operation object 41 of the 46 funded by the state Fund for regional development. "Five objects are changing for 2017, so work on him will continue in the current year," he said. Important is that in 2016, managed to finish six under construction, which at this stage prepared to surrender: • Reconstruction of radiological building with superstructure for placement of laboratory complex and centralized sterilizing municipal establishment of Ternopil regional Council “Ternopil University hospital” on the street. Clinical, 1 in the city of Ternopil (construction work started in 2011). • Reconstruction of existing buildings of the medical unit, boiler room and store for stationary geriatric Shumsky territorial center of social service of pensioners and lonely disabled citizens on the street. Garden, 4, in the village Velyki Dederkaly Shumsky district (construction works started in 2009). • Reconstruction of biological treatment plant with capacity of 800 m3/day M. Lanovcy (construction works started in 2009). • Construction of General education school of I-II degrees of the 180 students in the village Horyhliady Monastic district (construction works started in 2008). • Building a swimming pool for Kozelskuyu OOSH I-III degrees ¹ 2 on ul's, 14 in the village of Kozova (construction works started in 2009). • Reconstruction of the hospital building under the infectious Department for adults and children and the Department of the medical University with the addition of a stairwell and Elevator on the street Pirogova, 16 in the city of Ternopil (construction works started in 2015). Subvention from the state budget to local budgets for the infrastructure of the United territorial communities According to the Decree of the Cabinet of Ministers of Ukraine from 16.03.2016 g 200, Ternopil region in 2016 was provided 141,5 million. This amount was distributed to 194 objects and events. The capital construction Department of Ternopil regional state administration acted as the customer for 10 of them - in the amount of 3.05 million. Another 9 objects that were implemented in the communities, experts UKSA carried out technical supervision. Thus, in 2016 for means of a subvention for community development accomplished the following work: • implemented energy saving measures in school of I-II stages of S. Kirov; • construction of overhead power lines in the sec. Ivano-Frankovsk; • initiated overhaul of the building of the center of extracurricular work with students (Palace Gnosa) in the village. Golden Thread; • a major overhaul of roads in the village Volovets and the town of Shumsk; • the reconstruction of the administrative building Velikosel rural Council; • carried out major repairs of the administrative building Koropetsky of the village Council. Overall, the use of funds for the above grants in the region was 95% for the projects where the customer is the management of capital construction of regional state administration – 99%. "By the end of 2016 I would like to mention that in the Ternopil region there are communities of communities, which has excelled itself in every way and assisted in the implementation of projects. Subvention from the state budget to local budgets for implementation of activities on socio-economic development of certain territories Regulations of the Cabinet of Ministers of Ukraine of 24.06.2016, No. 395 and from 26.10.2016, No. 755 Ternopil region in 2016 was provided 62 million UAH. With this assistance from the state, in the Ternopil region was approved 209 projects funded in 2016 at the expense of subventions from the state budget to local budgets for implementation of activities on socio-economic development of individual territories. Management of capital construction of regional state administration was a customer for 10 of these objects - in the amount of 8.4 million UAH. Technical supervision was carried out, 12 of these objects. While new construction was provided by 1,9 million UAH, reconstruction, re-equipment and major repairs of 6.5 million UAH. In the context of the branch list as follows: • education – 7 units at $ 5.7 million UAH; • health 1 facility in the amount of 470 thousand UAH; • Utilities – 2 object, in the amount of UAH 2.2 million. The most iconic objects that have been completed in 2016 for the funds of the above subvention are: • Reconstruction of heating system in the service areas Podgaetskii CRCB on the street.Shevchenko, 19 in the city pidhaitsi Podrezkovo district, Ternopil region; • Reconstruction of boiler-house children's day nursery-garden "Crane" on the street. Bednarska, 8 -, pidhaitsi, Ternopil oblast; • Overhaul Velikobritaniia school of i-III degrees and other. In General, this type of subsidy, all the objects that led the management of capital construction of regional state administration, was completed and commissioned in 2016. Utilization of funds in the whole area amounted to 99%, including objects of control – 99%.
