The main thing - to develop a transparent criteria for selection of people for work, to attract specialists and to depoliticize the process. Because the staff of the Board may not be deputies of local self-governments (deputies of village, settlement, city, district or oblast Council), which gives the opportunity to attract real professionals," - said Gennady Zubko. According to him, the critical factor is to pay employees. "The Law establishes a guaranteed size of the salary of an employee, all the rest depends on the capacities and capabilities of the community. This step, given the factor of pension provision in local authorities, will provide an opportunity to attract professional people," - said Gennady Zubko.
