The Department of National service of mediation and reconciliation in the Ternopil region regulated socio-labor relations on 74 companies in the region

in accordance with the Laws of Ukraine "On local state administrations", "On the procedure for settling collective labor disputes (conflicts)", the Department of National service of mediation and reconciliation in the Ternopil region in cooperation with the Ternopil regional state administration carries out measures for facilitating the resolution of collective labor disputes, conflict situations, develop coordinated proposals for the development of socioeconomic and labour relations, reduction of social tension, timely resolution of labor disputes by legal means to ensure social stability in the region, the realization of constitutional rights and guarantees of employees, increase of level of legal culture of the parties to social dialogue. In 2016 the Department of NSAIDs were carried out solution of 37 (2 at the territorial level and 35 at the production level) cases of destabilization of the state of socio-labour relations on 130 companies in the region with the total number of full-time employees 5903 persons. These enterprises recorded 44 factors of instability with respect to: o establishment of new or changes to existing socio-economic conditions of labour and production life – 2; o the implementation of the collective agreement – 9; o failure to comply with labor laws – 33. The main factors that led to complications of a condition of social-labour relations at the enterprises of the region were: the arrears of wages and the conditions of the collective agreement, agreements. In particular, at the regional level, carried out measures to settle 2 cases of destabilization of the state of social-labour relations in 95 schools of education. At the production level, carried out measures to resolve 35 cases of destabilization in the sectors of: education – 11, professional, scientific and technical activities (research and development, the functioning of libraries and archives) – 2, health and social care provision (other activities in the sphere of health protection)– 5, construction – 15, Water supply; Sewerage, waste management 1, Supply of electricity, gas, steam and conditioned air–1. According to administrative-territorial distribution of the number of cases of destabilization of the state of social-labour relations have: 5 - in the city of Ternopil, 4 for Chortkiv and Borshchiv districts, 3 on Zborowski buchats'kyi and Kremenets district, 2 in Ternopil, Zbarazh, Zalishchyky, Shumsky, Podvolochisk, Terebovlya district, 1 on Berezhany, Husyatyn and Lanovetsky area. As a result of the work of the Department NAFP regulated socio-labor relations on 74 companies in the region with the total number of full-time employees – 3553 individuals and eliminated the 37 factors of destabilization with the amount of repaid arrears of wages, which was a factor of destabilization 3994,2 thousand UAH. With the aim of assisting in the resolution of the status of social and labour relations and preventing collective labour disputes (conflicts) within 2016 the Department NAFP conducted 45 the negotiation meetings with the parties of social and labour relations, representatives of Executive authorities and bodies of local self-government. For 2016, the office of NSAIDs contributed to the decision 5 of the collective labour disputes at the factory level, participants were 322 persons, with 13 claims of employees relating to the establishment of new or changes to existing socio-economic conditions of labour – 2, the implementation of the collective Treaty or agreement or their separate provisions, 7 and failure to comply with labor laws – 4. With the assistance of the Department of NSAIDs in the course of conciliation resolved 4 collective labor disputes (conflicts) and made 12 demands of employees. To facilitate the resolution of collective labour disputes (conflicts) within 2016 the Department NAFP 7 meetings of the conciliation commissions and 22 negotiation meetings with the parties of collective labour disputes and representatives of the local authorities. Department of the NAFP will continue to implement a package of measures aimed at removing factors of destabilization of the state of social-labour relations, prevent emergence of collective labour disputes (conflicts) and their timely solution.
