In the Ternopil region 5 myths about hospital district

the Government launched reforms in the health sector, one of which elements is the formation of hospital districts. The process of their creation has just started, but already has acquired a variety of myths that are often used at the local level to the disturbance of society. Refute the five most common myths. ̳ô1. District hospital forms the Ministry of health The geographical boundaries of the County offers LOCAL GOVERNMENT, the government only asserts. Hospital districts are created to streamline the network of health facilities that provide specialized care. Each district hospital will have at least one hospital intensive care, equipped with all necessary equipment to provide specialized medical care round the clock. The distance to this hospital needs to be such that man could get there in an hour. Also the hospital district shall comprise at least 120 thousand people. And these are the only requirements of the Ministry of health to the formation of hospital districts. All other questions resolve communities: what should be the network of medical institutions in the district hospital, which hospitals should restructure, and which medical facilities to create additional, as patients will be able to reach them, what roads you need to renovate or build. The Central government in this process does not interfere. Myth 2. Following the creation of hospital districts will close hospitals No the hospital will not close. We can talk about their conversion. That is, instead of thin, a little loaded, poorly equipped hospitals will be created other medical facilities (rehabilitation centers for the thousands of ATO participants, diagnostic centers, hospices, etc.). And the best at the present time, hospitals will be further strengthened technically and personnel to every resident of the County had the opportunity to receive quality medical care. But what hospitals need to restructure, decided by the local community. Community representatives create a Hospital Board that by the end of 2017 to develop a district plan for 5 years, which must approve local Council. The document clearly defines the network of health facilities, routes patients, the amount of investment needed to equip hospitals with modern equipment Myth 3. People are deprived of access to health care Exactly the opposite. Due to the streamlining of the network of medical institutions, what happens in the development process of hospital districts, the availability of quality treatment for the citizens will increase. Now in Ukraine there are dozens of hospitals, where doctors operate on at least 500 patients a year. While in Finland, Germany, the UK, the figure is not less than 4 000. To be treated in the busiest hospitals is dangerous. A doctor who doesn't have a practice, loses skills and is unable to provide quality patient care. For example, according to who standards, the doctor should take at least 400 births per year, in this case, it is able to ensure the quality of their services. For comparison – in one of the district hospitals in Poltava region take 89 births per year. Will the doctors of this hospital to provide quality health care to mothers and newborns? Due to the streamlining of the network of health facilities in each district hospital will have at least one powerful hospital intensive treatment that will work 24 hours a day, 7 days a week. It will be equipped with modern equipment, it will operate highly qualified doctors who will provide good practice. The quality of care at this medical facility will be much higher. Myth 4. You can create an unlimited number of hospital districts in the area Suggestions of local authorities regarding the number of hospital districts in the region must meet primarily the practical needs and the capacity of local communities. Creating a powerful hospital in each district – it is a utopia and expenditure. Doctors had the proper load, and the equipment is used as effectively as possible, the district's population must be at least 120 thousand people. By the way, in Europe this figure is higher – for example, in Finland he is averaging 275 thousand people. The transition to the new system of health financing implies that money will follow the patient. That is, the amount of funding from the budget for the hospital depend on the number of patients who received in her medical care. And if hospitals will have enough patients, local authorities would have to find funds for their maintenance and a decent salary for doctors. In the end, the fate of hospitals decide patients – they don't come in ill-equipped hospital, to the doctor, rarely conducting operations. Communities must agree in advance about what will be the network of medical institutions based on needs. And decide whether to keep a small hospital in the village, it is better to repair the road to the regional center and quickly deliver patients. Myth 5. The hospital district is not possible to create prior to the completion of the administrative-territorial reform The creation of hospital districts does not depend on the administrative-territorial reform and the process of formation of unified territorial communities. The hospital district is not a level of government, it is not a legal entity or a business entity. The hospital district is a partnership of communities to make decisions in respect of secondary health care services among the cities of regional value, areas and GSS. Communities now need to effectively manage their property – hospitals. And to organize a network of medical institutions and improve the quality of medical care, not sometime in the future. The sooner they do – form a hospital district, determined with the plan of development (with priority to medical institutions that need strengthening, with investment objects), the faster will get the support of the Government and the necessary funds. The Department of information and communication of the Secretariat of the Cabinet of Ministers of Ukraine This was reported in the Ternopil regional state administration.
