March 2, in the hall of the Vinnytsia regional state administration held a round table "Strategic directions of development of territorial communities of Vinnytsia region: problems and solutions" with participation of representatives of territorial communities of Vinnytsia region with the people's deputies of Ukraine of Vinnytsia region regarding the problematic issues of the functioning of local authorities. The organizers of the "round table" was made by the Vinnytsia regional state administration Vinnytsia regional Rada and Vinnytsia regional Association of local authorities. The participants - deputies of Ukraine Hryhoriy Zabolotnyi, Mykola Kucher, Sergei Kudlayenko, Ivan Knotweed as well: the Chairman of the Vinnytsia regional state administration Valery Cow, the Chairman of the Vinnytsia regional Rada Anatoliy Oliynyk, Vinnytsya city mayor Serhiy Morgunov, head of the Secretariat of the Vinnytsia regional Association of local governments of Victor Wakaluk, chairmen of regional councils and heads of regional state administrations, heads of departments of regional state administration, chairmen of the joint territorial communities, rural and township heads, heads of cities of regional importance, chairmen of districts, the chairmen of the permanent commissions of the regional Council. In his welcoming speech Valery Cow thanked the deputies of the Verkhovna Rada of Ukraine for participation in the meeting and said: "gathered in this room are very active people who deal with problems in all spheres of local government. There is more than enough. Example: we successfully solve the issues related to fiscal decentralization, but at the same time, there are a number of nuances associated with the amendments to the budget code: in the administration of a 5% excise tax on sales of fuels and lubricants in the transfer of administrative authority. In fact, today, as a result of changes in legislation, local governments of a basic level took on an entirely new area of administrative responsibility, for example, registers the place of residence of physical persons and things." The official also said that in the past year, thanks to the deputies of the Verkhovna Rada from Vinnitsa region, has introduced a new tool for socio-economic development of the regions - subsidies from the state budget to local authorities on socio-economic development. Therefore the Chairman of regional state administration, wished the meeting participants fruitful and constructive work. In the course of further action, participants of the "round table" discussed the problem issues of territorial communities of the region associated with the reform of local governments, decentralization and unification of territorial communities, which can be solved by deputies of the legislative initiative is implemented in the form of a submission to the Verkhovna Rada of Ukraine of the draft law; the draft decision; legislative suggestions.
