Round table "Agricultural receipts – a new tool of financing farmers" was held on March 2 in the Ternopil regional state administration. The round table participants discussed the current funding status of the farmers with the use of agricultural receipts, the advantages and benefits of this strumento and future prospects of its application. "The main goal of our session is the issue of financing of small and medium farmers. First of all I would like to say is that you should to understand that medium and small farmer today — it's the power and the strength and potential of agriculture in Ukraine. However, quite often medium and small farmer is faced with a situation where he has knowledge, has really good potential, but he feels that he can increase the harvest, his knowledge of what he needs to bring something extra to add to this culture in order to obtain higher yields without sufficient Finance. Get loans now can take quite a long period. Today in Ukraine is really a large number of tools. Therefore, IFC is currently implementing a new project "Agrarian receipts". First and foremost, this tool is being implemented thanks to our partners of the Swiss Confederation. It is also important that we feel strong support from the Ministry of agrarian policy. And most importantly, we have the main General goal is that by introducing this tool, we would like to improve access to financing of this segment of medium and small farms," - said the head of the project " Agrarian receipts in Ukraine Oleksiy Omelyanenko. He noted that agrarian receipts in Ukraine was introduced in 2014. For the first time this project was launched in Poltava region. A year later he was joined Cherkasy, Vinnytsia and Kharkiv region. And the beginning of October a new tool of working capital can experience the farmers in the Sumy, Mykolaiv, Khmelnytskyi and Ternopil regions. In SNH conditions is very important to support small and medium agricultural producers, because it is more difficult to find the money than the large holdings, said first Deputy Chairman of regional state administration Ivan Krysak. "The main purpose of the implementation of Agricultural receipts in Ukraine is the creation of a more flexible and effective mechanism for financing and improving access of small and medium agricultural producers to financial resources. Agricultural receipt reliable for both parties, because it captures the unconditional obligation of the debtor to supply agricultural products or to pay money to the lender in exchange for these logistical or financial resources", - said Ivan Krysak. Funding for the agrarian receipt is available for all entities that have ownership of land for agricultural purposes or the right to use such land legally for the implementation of agricultural production. Now in progress the public awareness campaign concerning agricultural receipts. However, there is a wish to take advantage of this type of lending. "Real money is always needed, especially for agriculture, which is starting to develop. It is important that the main collateral future crops grown on the respective land plots. Land is not subject to any pledge. In order to obtain an agrarian receipt, first and foremost, all land should be sarstun, with cadastral numbers.
