Event which will last for 9-10 March, brought together about 90 representatives of local development institutions of Ukraine and international technical assistance projects and provided a platform for active dialogue between the parties in matters of projects and programs of development of territorial communities. The Forum was initiated by the office of international technical assistance project "Partnership for development" (PROMIS) is being implemented by the Federation of canadian municipalities with financial support from the governments of Canada and aims to introduce effective democratic governance and accelerate economic development. With the beginning of the Forum the participants welcomed the Chairman of the regional state administration Valery Cow, Vinnytsia city Chairman Sergey Morgunov and project Director of PROMIS Alexander Kucherenko. Noting the importance of such professional meeting, the head of the region Valery Cow expressed the belief that Ukraine is undergoing fundamental changes in the complex processes that will shape the future of our state. He also noted that, taking his time as Deputy of the Vinnytsia city mayor, together with colleagues of the subject dealt with the problem of stimulating local economic development. "In a very difficult time in the city of Vinnitsa were started the activities of the industrial Park, developed a new system of relationship and support activities of investment companies that have entered the city. And Vinnitsa are the engines of economic growth in General in Vinnytsia region, - said Valery Cow. The secret of this success lies in the extremely high-quality strategic planning and clear definition of priorities, including local economic development. And we managed this experience step by step to move to other cities, towns and territories". The Chairman of regional state administration, however, noted that launched in 2015 fiscal decentralization has opened up a whole new positive opportunities for the implementation of the municipal strategies of development of territories. " we are very interested in the fact that the process of decentralization was not just about the transfer of financial resources and administrative powers, but was accompanied by the formation of new incentives and motivation for economic development," he said. In turn, Vinnytsia city mayor Sergiy Morgunov said that economic development is one of the priorities of the Strategy "Vinnytsia – 2020". "However, one thing to prepare a Strategy and another to understand which way to move as necessary to carry out different activities, which should be cooperation with various, including public organizations in the economic development of the city", - said Sergey Morgunov. He also said that the city team is actively working on an integrated development of Vinnitsa until 2030. "We have successfully carried out the cooperation with the project PROMIS concerning definition of marketing strategy and brand of the city of Vinnitsa. We are also working on the implementation of the program of support of small and medium enterprises in the city," - said Sergey Morgunov. Then expressed the belief that the overall success depends on a team approach to achieve objectives. According to the Director of project PROMIS Alexander Kucherenko, Vinnitsa was not accidentally chosen to host the next Forum. "Vinnytsia is one of 16 partner cities of the project, but for us it is also the city where we are planning to test the most complex, the most modern and efficient methodology as the development of the local democracy, economic development and stimulation of development of small and medium-sized businesses. In addition, we will have the opportunity to get acquainted with the best practices of the city of Vinnytsia and the ideas that are already embedded here," said Aleksandr Kucherenko. In the framework of the Forum for participants of the event includes three plenary sessions, work sessions and familiarization with specific examples of implementation of developmental projects in the city of Vinnitsa. For reference. Project PROMIS is aimed at strengthening the municipal sector in Ukraine, the introduction of effective democratic governance and foster economic development by improving the ability of Ukrainian cities in the field of democratic governance and local economic development; creating favorable environment for development of small and medium-sized businesses; support of the decentralization process and integrated development planning at local, regional and national levels. The project is implemented from April 2015 to December 2020 by the Federation of canadian municipalities (FCM) with the financial support of the Ministry of international Affairs of Canada. The aim of the project is assistance in development of strategic plans for development of territorial communities of the partner cities, assessment of quality of administrative services, determination of needs cities, marketing areas and the like. Among the 4 specific areas (Vinnytsia, Zaporizhia, Ivano-Frankivsk and Poltava) and 16 partner cities selected on a competitive basis, the project participants were 4 cities in Vinnytsia oblast: Vinnytsia, Zhmerynka, Khmilnyk and Ladyzhyn.
