Julia Bosenko: “luck entered the TOP 10 cities with the highest index of democracy”
At the end of the briefing, Julia Bosenko told that Lutsk city Council received the thanks of YPO “national Alliance” for assistance in organization of the extreme winter sports competition “Volunteer-2017”, which was held on 25-26 February and was dedicated to the memory of the heroes of the 35-th hundred of Maidan self-defense “Volyn Sich”. She also said that the Ukrainian independent center for political research conducted a study of the mechanisms of local democracy and instruments of transparency, openness and accountability of local governments in 48 cities of Ukraine. The luck came in the TOP 10 cities with the highest index of democracy. The study was analyzed by the local normative legal acts, regulating the basic tools of participation of members of territorial community in matters of local self-government, in particular: the Charter of the territorial community; local initiatives; public hearings; public examination; records of town and city heads and deputies of the city Council; General meeting of citizens at the place of residence; e-petitions; public consultation; public budgets; regulations of the Executive Committee of the city councils, the city councils regulations; regulations on the constant Deputy commissions; the position of assistant consultant of deputies of city councils. The results of the study was the rating “Index of democratic cities”, which determines the quality of the legal regulation mechanisms of local democracy, accountability and transparency of town councils. As noted by the Secretary of the city Council Julia Bosenko, together with the results of the study to the city Council was sent suggestions for necessary changes in local regulations. The experts of the Ukrainian center for independent political research prepared to join the work on improving normative-legal regulation.
