The status of the health of inmates in places of detention,is under the constant control of the Prosecutor Rivne
the Prosecutor's office of Rivne region to take measures to strengthen supervision over the observance of laws and the rights of detainees, remand and convicted to health and proper medical care. To this end, the prosecutors jointly with specialists of the health authorities and experts of regulatory authorities held a series of successful inspections in the institutions of execution of punishments, pre-trial detention, psychiatric institutions, special institutions of the National police in the Rivne region. Tests have shown that the state of medical maintenance of the persons detained in places of detention, do not fully comply with the requirements of the criminal Executive and other legislation, some parts require a material improvement, and medical unit – staffed by appropriate professionals. On the revealed violations the Prosecutor's office of Rivne region was fundamentally react. For example, only after intervention of prosecutors in Gorodischensky penal colony ¹96 more than a hundred prisoners were able to pass fluorobenzene. Also in this facility had revealed the inadequate treatment of mentally ill convict in connection with the fact that preventive examinations were carried out in violation of requirements of normative documents, namely – without the participation of a psychiatrist. By results of public Prosecutor's reaction and attraction of the relevant specialist doctor the patient was prescribed the proper treatment and the issue about the direction of the hospital. During the inspection in Politici corrective colony No. 76 established that the medical part was carried out preventive examinations of prisoners without the participation of a psychiatrist and therapist that is a violation of the law. With the aim of elimination of the revealed violations, the head of the Sarny local Prosecutor's office made the head of the colony policy, which is pending. Prosecutors reacted to the fact that the administration of Gorodok of a correctional centre was not provided for prisoners in the month before their release passage fluorobenzene and annual medical examinations to detect tuberculosis, which is a violation of the law of Ukraine "On combating tuberculosis". The Prosecutor's orders obliged the administration to eliminate these disadvantages in the organization of work in the future to take measures for the full implementation of the requirements of the Law. The audits also revealed violations of legislation governing the accounting and use of medicines in the medical units of penal institutions, in particular, we are talking about the violation of storage conditions of medicines, lack of quality control, as well as with regard to the material and social security of convicted persons, rules of fire safety. Not fully ensured a full examination twice a year a number of special chambers, equipped for stationary treatment of detainees and taken into custody persons, and some of them shall be currently adjusted in accordance to the European standards. Rivne local Prosecutor's office found that not all escort staff offices detention center in the city of Rivne were trained how to provide first aid. And it is a violation of the requirements of the Instruction about the operation of temporary detention facilities of internal Affairs bodies of Ukraine. This fact reacted made the Prosecutor's orders. The result of her examination was held in the month of February 2017 of training on the issues of all employees of the Rivne IVS. All in all, the results were the beginning of 2017 checks regarding the rights of prisoners to health protection bodies of Prosecutor's office of Rivne region made the chief of the National police in the Rivne region, the head physician of psychiatric hospitals, heads of penal institutions and detention facility 12 of the instructions. 2 of them are considered guidelines and the same persons are brought to disciplinary responsibility, in 1 the face of the imposed administrative penalty.
