Chernivtsi has the highest index of democracy among the Ukrainian cities

the experts of the USAID project "Citizens in action" conducted a study "the Index of democracy of the cities" and appreciated how the largest Ukrainian cities correspond to European standards of openness, transparency and accountability. In the process of preparation of the study were analyzed legal documents that regulate the mechanisms of local democracy, transparency, openness and accountability of local governments in 48 cities of Ukraine. Analyzed documents adopted by local councils regulating the organization of work of the Council, Executive committees, parliamentary commissions, mechanisms of local democracy, the creation of Advisory bodies. The experts evaluated how much the citizens can fully exercise their right to manage their own cities through the instruments of local democracy, how the procedures are accessible and effective. Among the areas of analysis of democracy in the city were: the Charter of the territorial community, local initiatives, public hearings, public expertise, reports, town and city heads and deputies of city councils, General assemblies of citizens at the place of residence, e-petitions, public consultation, public participation budgets, regulations, Executive committees of city councils, regulations of city councils, the position of the permanent parliamentary Commission, the provisions of assistants-consultants of deputies of city councils.
