In Zhytomyr region the government has introduced a new form of temporary care and education of a child in difficult circumstances
March 16, the Cabinet of Ministers adopted a decree "Some issues of implementation of the patronage of the child", defines a mechanism for the introduction of patronage over the child and the organization of the activities of the family foster caregiver. In particular, this act developed by the Ministry of social policy approved the Procedure for creation and activities of the family foster parent device, the child in the family foster caregiver; the Order of payment foster carer payment and social benefits for the child in the family foster caregiver; model Treaty for the patronage over the child. In Minsotspolitiki noted that the adoption of this resolution the Government will ensure the introduction of innovative support services for such vulnerable groups as families with children who are in difficult life circumstances. At the same time important is the fact that the temporary care and education of the child in a professional family foster carer is an alternative to its installation to the shelter, center for socio-psychological rehabilitation or boarding school, specialists say. In the State budget of Ukraine for 2017 already provided funds for the establishment and operation of 154 foster families. During 2017-2018 services payment foster carer and social benefits for the child in the family foster caregiver will be at the expense of subventions from the state budget to local budgets. It is expected that from 1 January 2019 financing expenses in respect of patronage over the child will be at the expense of local budgets.
