The structure of tariffs for centralized water supply and Sewerage municipal enterprise "Chernivtsivodokanal"
In pursuance of the order of the Ministry of regional development, construction and housing and communal services of Ukraine of 30.07.2012 ¹ 390 “On approval of the Procedure for communicating to consumers information about the list of housing and communal services, the structure of prices/tariffs, changing prices/tariffs with justification of its necessity and the appropriate position of territorial communities” and, accordingly, 1.9. "The order of formation of tariffs for centralized water supply and drainage system", approved by Resolution NKREKP No. 302 10.03.2016 years, KP “Chernivtsivodokanal” informs about the intention to conduct a 2017 change of tariffs for services. 22 March 2017 hosted a meeting of the National Commission, carrying out state regulation in spheres of power and utilities which made any amendments in the resolution NKREKP from 16 June 2016 No. 1141 on the establishment of tariffs for centralized water supply and drainage system of CP "Chernivtsivodokanal". According to laws of Ukraine "On state regulation in the sphere of communal services", "On the National Commission exercising the state regulation in the spheres of energy and communal services", the Order of formation of tariffs for centralized water supply and drainage system, approved by Commission decision of 10 March 2016 No. 302 (hereinafter – the Procedure), Procedures for setting tariffs for centralized water supply and drainage system, approved by Commission decision of 24 March 2016, No. 364, approved to amend the municipal enterprise "Chernivtsivodokanal": a) for centralized water supply: consumers who are business entities in the sphere of centralized water and wastewater – UAH 2,78. for 1 cu. m (without value added tax); consumers who are not business entities in the sphere of centralized water supply and sanitation, is 7.28 UAH. for 1 cu. m (without value added tax); b) centralized wastewater and 3.78 UAH. for 1 cu. m (without value added tax);"; The tariffs are formed based on: – agreed with the local authorities annual plans of licensed activity of centralized water supply and drainage; – norms of specific expenses of fuel and energy resources agreed upon regional state administrations; – individual technological standards of use of drinking water, approved by local authorities; – a subscription service and the cost of verification of consumers – people in the private sector in accordance with the Law of Ukraine "On Metrology and metrological activity"; – compensation for the difference between the actual expenditures for the purchase of electric energy, payment of taxes and fees and the respective scheduled expenses for the reporting period of 2016 according to paragraph 1.10 and 2.8 of the Order; – an Industry agreement between the Ministry of regional development, construction and housing and communal services of Ukraine, Associations of employers "all-Ukrainian Confederation of employers of housing and communal services sector of Ukraine" and the Central Committee of trade Union of workers of housing and communal services, local industry, consumer services of Ukraine in 2017 and 2018 Rationale the reasons for the tariff change The current tariff was set at the meeting NKREKP decree No. 1437 from 18.08.2016, which entered into force 07.10.2016. The plan prices increased – by 5.35% of the centralized water supply to consumers who are not business entities in the sphere of centralized water supply – by 1.09% to consumers, which are economic entities in the sphere of centralized water supply – by 9.25% with centralized sanitation. Sales volumes of certain annual plan for licensed activity of centralized water supply and drainage system approved by the Director of the Department of housing and communal services. The annual plan is designed according to individual technological norms of potable water use, as agreed by the Director of the Department of environment and tourism Chernivtsi regional state administration and head of the Dniester-Prut basin management of water resources. Change rates influenced primarily by the following factors: 1) increased costs of labour: – 9.7% of centralized water supply – 16.4% centralized wastewater disposal. At the same time projected the average wage per employee increased by 12%, namely 4902 UAH. to 5489 UAH. Wages taken into account under the calculation of the licensee to ensure a minimum wage and other guarantees for remuneration provided by law, subject to the provisions of the General and sectoral agreements, collective agreements. 2) increased expenses for depreciation, calculated in accordance with the Tax code of Ukraine: – 1.2% of centralized water supply – 1.4% for Central sewage. 3) increased the planned costs of electrical energy: – 3.85% of centralized water supply – by 3.97%, centralized drainage, which has occurred due to the increase in cost of electric energy by 6% from class 1 and 5% from class 2, while the planned physical volumes (kWh) usage of electrical energy has changed relative to the current tariff structure: – 0.36% of the centralized water supply, – 0.85% decrease from a centralized sanitation. Take into account the volumes of consumption of electric energy does not exceed the amount calculated in accordance with the norms of specific expenses of fuel and energy resources, agreed first Deputy head of Chernivtsi regional state administration. 4) increased costs of reagents in connection with the increase in the cost of: – 8.7% of the centralized water supply. 5) increased cost of repairs – by 2.02% centralized water distribution – is 3.08% with centralized sanitation. 6) increased the tariff components associated with the servicing of the loans in the KfW project "Municipal water management Chernivtsi, phase 1": – financial costs 1204,41 thousand UAH. to 1207,96 thousand UAH.; The course in the scheduled tariff is 28,4226 UAH./Euro. Other expenses also increased in connection with increase of cost of reagents, fuel – lubricants. It should be noted that according to paragraph 1.10 and 2.8 the order of the components of the tariffs taken into account for compensation/exemption of energy costs, taxes and fees for the previous reporting period (the difference between the actual expenditures for the purchase of electric energy, payment of taxes and fees and the respective scheduled expenses for the first half of 2016) in the amount of: – -352,6 thousand UAH. centralized water supply, – -28,4 thousand UAH. from centralized sanitation. Actual excess losses and water consumption for 2015 was of 24.89%. Excessive losses and water costs are not included in the rates. According to reports of enterprises, the share of old and dilapidated water distribution network is 35% of the total number of water supply networks; decrepit Sewerage network is 38%. Rates for this service will come into effect from the date of publication in the Official Gazette. The purpose of the tariff changes is to bring them to the economically justified level and execution of the order NKREKP on the provision of calculation of tariffs for 2017. The structure of the planned tariffs on services of centralized water supply is attached (Annex 1). On rate changes primarily affected by the changes of tariffs for centralized water supply and drainage and the cost of labor. The planned rate in 2017 for the service on the centralized supply of cold water, drainage (using in-house systems) consists of shares of the costs of the tariff for centralized water supply and water disposal in the volumes necessary for the provision of services in centralized supply of cold water, drainage and cost of sales of services in centralized supply of cold water, water removal, and directly related to the sale of services to consumers and considered the possibility to perform the verification of the apartment meters for cold water consumers – physical persons according to the law of Ukraine "On Metrology and metrological activity". Compared approved at the meeting NKREKP from 25.01.2017-26.01.2017, offered for installation fees additionally takes into account changes in the cost of the centralized water supply and drainage and the cost of labor in connection with registration in the Ministry of social policy of Ukraine, Sectoral agreements for 2017-2018. In accordance with articles 5,6 of the law of Ukraine "On state regulation in the sphere of communal services", law of Ukraine "On the National Commission exercising the state regulation in energy and utilities," the order of formation of tariffs for the centralized supply of cold water, drainage (using in-house systems), approved by resolution of the Commission of 10 March 2016 No. 303, Procedures for setting tariffs for services in centralized supply of cold water, drainage (using in-house systems), approved by the resolution of the Commission of January 15, 2015 No. 13, for KP "Chernivtsivodokanal" approved rates: – the tariff for the service on the centralized supply of cold water – 8, 02 UAH. for 1 cu. m (without value added tax); – the tariff for services on centralized water disposal – 4,17 UAH. for 1 cu. m (without value added tax). The calculation of tariffs is carried out in accordance with the provisions NKREKP from 10.03.2016, No. 303 "About approval of the Procedure of formation of tariffs for services in centralized supply of cold water, drainage (using in-house systems), 15.01.2015, No. 13 "On approving Procedure of setting tariffs for services in centralized supply of cold water, drainage (using in-house systems). The target profit to the tariffs for the centralized supply of cold water, drainage (using in-house systems) are not included. Rates for this service will come into effect from the date of publication in the Official Gazette.
