In an open lecture for the representatives of Executive authorities and society will be considered the problem of finding factors that affect the development of society in General and in particular in the process of transition from state modern to postmodern. When compared with the process that occurred during the transition from an agrarian to an industrial society and from the "natural state" with the "artificial" indicates the combination of factors that can influence the development of the economy and to promote well-being in a particular society ("open access", the presence of organizations, institutions, certain qualities, beliefs, systems, norms/values). Although this process involved various factors and, in the end triggered their specific configuration, in General it is possible to identify some benchmarks against which to build a strategy for the desired changes in a particular society. He argues that the modern social development is associated simultaneously with a focus on advanced information and communication technologies, and improving human capital and institutions that support this development.
