The Committee of the Verkhovna Rada of Ukraine held in Tulchin round table on issues of implementation of the law of Ukraine "On cooperation of territorial communities" (photos)
In the town of Tulchin in the premises of the Potocki Palace was held a visiting session of the Verkhovna Rada Committee on state construction, regional policy and local self-government. The meeting was held under the chairmanship of the MP of Ukraine, Deputy Chairman of the Committee Sergey Kudlaenko and with the participation of the people's Deputy of Ukraine Ivan Knotweed, first Deputy Chairman of regional state administration Andriy Gyzhko,first Deputy Chairman of the regional Council Lyudmila shcherbakovskaya, district official, representatives of the integrated territorial communities of Vinnytsia and Poltava regions. The round table was held with the assistance and support of the Swiss-Ukrainian project "decentralization Support in Ukraine" DESPRO, Vinnytsia regional state administration and regional Council, Tulchinsky RGA, district and city Council. Opening the meeting ,Sergey Kudlaenko noted that the format of "round table" provides the best opportunity for the Committee to communicate directly to communities on the implementation of the law of Ukraine "On cooperation of territorial communities" . "I want to thank for long-term cooperation the Swiss-Ukrainian project "decentralization Support in Ukraine" DESPRO ", which is a reliable partner of local authorities, directly implementing the mechanisms of inter-municipal cooperation in Ukraine,- said Sergey Kudlaenko. He also addressed sincere congratulations and gratitude of the Vinnytsia regional administration and regional Council for their support and assistance in organizing the round table : "This is a very useful form of Committee hearings,when there is a dialogue, not a monologue". In turn Andrey Geico stressed that the Verkhovna Rada Committee on state construction, regional policy and local self-government in regional government there is a long cooperation. Within the discussion of practices of Law In the country "On cooperation of territorial communities" Tulchin city mayor Valery presented the Spring inter-municipal project "development of a joint system of solid waste management in Tulchyn target region". Their experience on cooperation of territorial communities shared the Chairman Novosanzharsky RSA in Poltava region Sergey Bulbaha and problematic issues on cooperation of territorial communities within the framework of the Ukrainian legislation touched on in his speech, Mr. Wroblewski is an expert consultant DESPRO. In the course of the discussion, the roundtable participants had the opportunity to make suggestions and amendments to the Law of Ukraine "On cooperation of territorial communities" directly to the Secretariat of the Verkhovna Rada Committee on state construction, regional policy and local self-government. After completion of the round table all the participants of the meeting visited the construction site of a solid waste landfill. Help: Collaboration communities of Tulchyn rayon, Vinnytsya oblast is one of the first examples of inter-municipal cooperation in the sphere of SHW management. The basic principles of the state policy in the sphere of waste management is a priority the protection of the environment and human health from the negative impact of waste, ensuring economical use of raw materials and energy resources. DESPRO in cooperation with the Municipal program management and sustainable development (MGSDP) has developed a Strategy for management of solid waste, thus creating a basis for improving the level of services and for further coverage of the whole territory of Tulchyn district. This project of inter-municipal cooperation is innovative for Ukraine. Its implementation will solve the waste problem in the area, improve environmental conditions and develop a model that can be used in other regions of Ukraine. For the sake of creating a modern, integrated system of solid waste United three communities – the city of Tulchin, Kineska village Council (the village of Kinashiv, S. Mazurivka, S. Nestervarka) and Suvorov rural Parliament (POS Pestel, sec.Suvorov), who has more than 26 thousand persons. According to Tulchinsky mayor Valery Spring, the cost of construction of the landfill is a half million, and its opening is planned in may 2017. The construction is realized with the support of Swiss-Ukrainian project DesPro. The complex of main measures expansion of the landfill include: • Renovation and construction of commercial buildings; • Construction of fire tanks; • Construction of the landfill-reactor; • Installation of mobile pumping stations; • Construction of auxiliary structures. The district implemented the scheme of separate collection of waste and developed a timetable for its removal. Permission for such a gathering in the city of Tulchin and villages: Suvorov, Kynashiv, Mazurivka, Nestervarka.
