Introducing "Map priorities of service for children of regional public administration", Valentine Cebora addressed the issue of ensuring the effective functioning of Vinnitsa and Zhmerinka regional centers of socially-psychological rehabilitation of children. According to the official, for 2016 Centers were 139 pupils. "We had set the service tasks on the device at least 85 % of children-pupils of the Centres that have undergone socio-psychological rehabilitation, family care (return to biological families, adoption, custody, guardianship, foster families, orphanages of family education),- said Valentina Cebora. - However, of the 80 children who dropped out of the Centers in 2016, returned and arranged to family forms of education of 75 children, representing 93,75% . Among those that have been disposed of: returned to their biological families and 32 children in difficult life circumstances; 43 children-orphans or deprived of parental care, arranged into family forms of education; 3 children from among those who retired are adopted. Cebora Valentine told me how it was possible to strengthen the material-technical base of Vinnitsa and Zhmerinka centres for social and psychological rehabilitation of children. According to her, in 2016 on the needs of the Vinnytsia regional center of social-psychological rehabilitation of children used in the General Fund – UAH 2 674 900. Compared to 2015 appropriation was increased by 0.5 mln. Capital expenditure in 2016 carried out for the total sum of 126,2 thousand UAH. in as a charity involved 109,4 thousand UAH. The General Fund in the amount of 1 million 249 thousand UAH. used to food, medicines, goods and utilities and energy. Also last year, the company completed construction and commissioned a summer pool, a built outdoor toilets and showers (summer version), carried out repairs and warehouses for food storage, an updated children's Playground and the like. For 2016 was also improved material and technical base of Zhmerinka regional center socially-psychological rehabilitation of children: in 2016, we received and used in the General Fund in the amount of 300 UAH 2 187. Compared to 2015 appropriation increased by 285, 3 thousand UAH. Made capital expenditures in 2016 for a total amount of 219,2 thousand UAH.and as a charity attracted by 74,4 thousand UAH. Valentine Cebora also stressed that the average indicator in Ukraine in placing children in family care is 90.5 %. Vinnytsia oblast ranks 5th in the state with an index of 94.6 % .
