The Deputy Minister of health'I Ukraine Roman Ilyk with a working visit to Lutsk

Volyn working visit were Deputy Minister of health of Ukraine Roman Ilyk. In the framework of his visit, the official met with the leaders of health and doctors of primary health care in the region. The purpose of his stay – providing explanatory information regarding the reforms branch of medicine in the framework of decentralization, the introduction of reimbursement of medicines. The meeting was attended by the head of the health Department of Lutsk city Council Nikolay Yakymchuk, head physicians of centers of primary health care and General practitioners-family doctors. The Deputy Minister told about the main directions of health reform: the introduction of insurance medicine, improving the efficiency of primary care, the development of the public health system and providing the population with quality, effective and safe medicines. In particular, Roman Ilyk presented doctors the program "Affordable medicine", which started on 1 April 2017. "Available drugs" is a government program to provide every citizen of Ukraine with medicines that will improve the quality of life, prevent complications and premature mortality. Before the project reimbursement the Ministry of health of Ukraine took the drugs from cardiovascular disease (the main cause of mortality in Ukraine), diabetes of the second type (was about 1 million individuals), and asthma (more than 210 thousand patients). The government on the project has allocated over half a billion hryvnia in 2017. Free medicines will be dispensed in pharmacies by prescription only. The Ministry of health has compared prices for the same international nonproprietary names 5 neighbouring countries of Ukraine – Poland, Slovakia, Hungary, the Czech Republic and Latvia. On the basis of the average price per daily dose medications in these 5 countries, the government has established a ceiling price for a pharmaceutical product in Ukraine, as well as the price that fully compensates the state. The idea of the project is, as stressed by Deputy Minister, to maximize access to medicines for the population, since the prices did not correlate with the income of citizens, in terms of wages, scholarships or pensions. A separate region of Ukraine is already 70 per cent are ready to implement this project. There is also the hope that from the second half will be progressively introduced e-forms of reporting-keeping and registry, which will give the opportunity to receive both the statistical data accordingly, to exercise proper control over use of budgetary funds. The main directions of the national policy are: the selection of essential medicines, affordability, medicines financing system for the promotion and supply of medicines, regulation and quality assurance of medicines, rational use of medicines. For the needs of the region under the project "Affordable medicines" allocated 13 million 375 thousand hryvnias, and from them to the city of Lutsk 2789, 6 thousand hryvnia. Managers of funds are the centers of primary health care. In addition, Roman Ilyk expressed a desire to see the work of the membership of the charitable organization "Municipal hospital cash Desk" and the public Association insurance Fund "Help yourself". Their work was informed by the Chairman of the Board of Fyodor Koshel and CEO Sergey Kudryavtsev. The Deputy Minister commended the work of organizations on the basis of the current legislation provide a flow of extra-budgetary funds in medical institutions for proper medical care according to existing protocols and standards.
