As Chernigov appreciate your city? (A SOCIOLOGICAL STUDY)
the Sociological group "Rating" at the request of the International Republican Institute (IRI) conducted an interesting study in all regional centers. Its results give opportunity to see trends in how varied the opinion of Chernigov on the city over the last 3 years, and compare them with all other regional centers of Ukraine. Over the last year Chernigov in this ranking went up by 7 positions and demonstrated growth in all of the 22 indicators that were studied. The international organization conducted this study independently, at their own expense (financing by the government of Canada) and its regulations. Methodology 800 interviews with residents of Chernihiv (a total of nearly 20,000 respondents in Ukraine), according to the sample that matches a demographic, sex and other characteristics of the population. The information was gathered during January 20 - February 5, 2017. Vladislav Atroshenko: Is a highly influential sociological study, which will also be explored and the President, and our investors. The results of a study presented yesterday at an enlarged meeting of the city Deputy mayor Oleksandr Lomako. So, for a combined rating evaluation of the quality of services among regional centers of Ukraine Chernihiv this year is the 13th. In February of last year in this ranking, he took the 20-th position. Chernigov together with the Nikolaev showed the best dynamics among other cities. Also, compared to last year, Chernigov shows improvement in most indicators, the index of satisfaction with 22 of the spheres and services. In particular, the percentage of evaluations "good" and "average" has increased in terms of: sidewalks, roads, street lighting, transport infrastructure, public transport, garbage collection, water and sewer. Improved on several positions its job well as sports (12%), hospitals (2 %), schools (14 %) and kindergartens (11 %). The quality of such services and areas in the city as "public parks" increased by 2% from 21% ("good") to 42 %. Significantly improved people's perceptions of services, "the courts and the local area": "good" rating increased from 15 % to 19 %, and the rating "medium" - from 45% to 60 %. More positively accepted by society and the police: a rating of "good" set is not 7 % and 13 %, and a rating of "average" - 53% instead of 38 %. However, in terms of "heating", "access for people with disabilities", "sense of security" the growth is still small. The study applies such a criterion as the residents feeling pride in their city. Oleksandr Lomako said that now there is a nationwide trend to reduce the level of optimism such sentiments, and Chernihiv is still at a sufficient level along with Kiev, Poltava and Cherkasy. The highest are – Lviv, Vinnytsia and Kharkiv. To the question "What is the cause of pride for the city?" were the most popular answers: "My city protects the culture and traditions of the country/region" – 42 % "My city attracts tourists and visitors" - 32 % "My city has good conditions for life" - 32 % However, 6 % of respondents believe that "there is nothing to be proud of at all." Chernihiv city Chairman noted that the opinion of those 6% who answered that Chernihiv has no reason for pride, rather strange. "Apparently, it is also a question for the Department of education and representatives of mass media of our city: we don't inform people what to be proud of in Chernihiv," he said. At the same time, the rating of opportunities for the city, was measured for the first time, Chernihiv among other regional centers takes a position at 3.1 (the lowest is 2.9, the highest is 3.5). Significantly improved indicators of satisfaction of the local authority, for which the Chernigov occupies the 9th place. So, the rating of the mayor is 53 % with the lowest 20% and highest is 72%, and city Council – 39 % (the lowest is 12 %, the highest – 56%). Vladislav Atroshenko: - I am extremely thankful to Chernigov for this assessment, this is an extremely high responsibility and we will seek to build on these results. It is important for us on the 2nd and 3rd years to reduce, and to raise the numbers, then it will be an objective assessment, because really, there is high confidence of voters in the first year of operation. In addition, higher Chernigov appreciated the improved image of the city, public safety, attracting investment, quality document management, transparency, participation of citizens in decision-making, ease of information access. Also, increased rating satisfaction with the cooperation with the municipality: this year the "bad" rating put 3% in the past year – 12 %. More Chernigov (31%) also believes that overall business in our city going in the right direction compared to previous years (19 % and 25 %). According to the index frequency of corruption cases Chernigov occupies a lower rung of 0.4, the highest in the country at 0.7 and the lowest is 0.1. To the question "How serious is the problem of corruption at the level of city government for our city?" a positive answer was given by 21%, in 2015 – 56 %. And the question is, what is more important: a democratic system of government or a wealthy economy, the majority of Chernigov chose the latter with 66 %. 56% of respondents prefer to join the EU than the Customs Union (8 %), and the rest undecided. However, last year this opinion was 65 %, and for the Customs Union in favor - 9 %. Also, more Chernigov support joining NATO, 36 % against 29 %, last year: 45% for, 19 % against. Addressing the heads of departments of the city Council Vladislav Atroshenko said: I want to thank each of you, we have this year good results. When I came to office, our city in the same study were 2-3 place from the bottom. There is growth in many areas and there are certain positions for which it is necessary to strengthen their work. Objectively I want to note that the successes that demonstrate our cities is the success of the government and the President in the way of policy of financial decentralization. Yet I'm cautious about these estimates, and there can be no euphoria about the improvement of our city. I wish this trend was consolidated in the following years.
