There is a possibility of small businesses to benefit from educational programmes of the EU, even without having personal funds for training. Given that this region is an agricultural region, special attention was paid to the possibilities of agricultural enterprises to compete in the European market. As noted by Elena Kovaleva, 17,5% of the population involved in the agricultural sector. They would form 18% of gross domestic product and 43% of exports.
