In Zhytomyr region began the competitive selection of advisers to the expert group for coordination of support of the decentralization reform

the Ministry of regional development, construction and housing and communal services of Ukraine, which is a partner of the EU for Ukraine and empowerment at the local level, accountability and development "U-LEAD with Europe", co-financed by the European Union and its member States (Denmark, Estonia, Germany, Poland and Sweden) and the German society for international cooperation (GIZ) GmbH and the Swedish Agency for international cooperation and development Agency (Sida), announces a competitive selection of advisers on communications matters. To support the coordination of activities with local decentralization in all 24 regions of Ukraine Program "U-LEAD Europe" is holding a nationwide competition for the selection of highly qualified specialists in the expert group. These carefully selected experts/advisers to be working as intended in various regions, providing consulting and expert support to the implementation of the reform of local self-government, administrative-territorial reform, decentralization of powers of Central bodies of Executive power and reform the state regional policy. Applications for participation in the contest must be submitted till 23 APR 2017. Key responsibilities: Advisory and communications support processes of decentralization in the regions. The experts should: * Conceptualized and to plan information campaigns on relevant topics that relate to the decentralization reform – e.g. to create a wealthy local communities (Association) * Collect and analyze specific information and to prepare on its basis the information material for the media * To cooperate with governmental and non-governmental institutions, international organizations and projects in the field of communication * Provide key stakeholders in consulting on issues of overall communication goals and measures of decentralization reform and related reforms at the local and regional level * Provide leadership support on media relations * To lead the production, writing and editing various communication materials * Provide analytical and communications support on a wide range of decentralization * Coordinate with other experts working on communication goals and measures of decentralization reform * To identify the needs of the combined communities, in particular in relation to capacity development, and provide communications support relevant activities * Support the preparation of trainings, workshops, study tours and events in the formation and expansion of a network of contacts * Organise information events and campaigns * To participate in knowledge generation and management.
