In the Volyn region Prosecutor's office discussed the situation of rights of convicts serving their sentence in the Kovel colony.
The Prosecutor's office of Volyn under the chairmanship of the Deputy Prosecutor of the region Yaroslav Kalinskogo held a meeting which discussed a condition of observance of the rights and interests of prisoners serving sentences in a State institution "Kovel's'ka educational colony". The meeting was attended by first Deputy head of the West inter-regional Department for execution of criminal sanctions and probation, Ministry of justice of Ukraine Mykola Khoma, head of the State institution "Kovel's'ka educational colony" Ivan Abramchuk, head of the local inter-district Prosecutor Alexander Babenkov. Opening the meeting, Yaroslav golinski noted that despite the fact that the administration of the colony, as well as the Western inter-regional management on execution of criminal sanctions and probation service has taken action to ensure respect for the rights of convicts serving their sentence in a juvenile correctional facility, the institution allowed numerous violations of the law on the rights of the pupils. In particular, this year started criminal proceedings on the application of the convicted minor bodily harm and abuse of power by the workers of a colony (criminal offense provided by part 1 of article 125 and part 3 of article 365 of the Criminal code of Ukraine). Pre-judicial investigation proceeds. The Prosecutor's office made an indication of the head of the West inter-regional Department for execution of criminal sanctions and probation, Ministry of justice of Ukraine with the requirement immediately to eliminate infringements of requirements of the legislation, aimed at ensuring the rights of convicts, and to bring to justice the perpetrators of the officers of the Kovel colony. The indication is pending. Following the meeting, participants developed a list of measures to be taken to ensure respect for prisoners ' rights. So, with the participation of the relevant bodies of state power and control will carry out a comprehensive verification of compliance with convicts ' rights concerning education, employment, health care, material welfare, power, and respect for the rights of children-orphans and children deprived of parental care. The leadership of the Western inter-regional management on execution of criminal sanctions and probation service identified a need to provide regular personal reception of prisoners. In addition, prosecutors require urgent conduct office investigations on the facts of convicted of inflicting bodily harm and failure to provide them timely medical care, measures to eliminate violations and bringing to justice guilty officials.
