Chernivtsi MPs demand to extend for 10 years the moratorium on selling agricultural land in Ukraine

At the regular session of the city Council of 28 deputies adopted the Appeal of the Chernivtsi city Council of VII convocation to the President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine regarding the referendum to ban the sale of agricultural land "Recently, a group of people's deputies of Ukraine made a submission to the constitutional court to recognize unconstitutional the moratorium on sale of agricultural land, which under the pressure of the peasants was prolonged by the Verkhovna Rada of Ukraine to 2018 – the statement says. – contrary to the moratorium, the Verkhovna Rada registered a draft law on turnover of agricultural land, which proponents de facto, to sell the land from 1 July 2017. Supporters of the free sale of agricultural land supposedly uphold market values and the right of peasants to dispose of their own property. However, these arguments cannot disguise the true intentions of the advocates of "market land" – to buy for a pittance a fertile black soil and Ukrainian peasants turned mercenaries. It is obvious that the lack of protection of ownership and investment, as well as the acute shortage of funds, even in the form of credit resources, the only thing that will lead right to the sale of land it is buying of land shares to large foreign agroholdings and corporations. Now the recorded facts of pressure on small farms and family farms on giving up land. The abolition of January 1, 2017 a special regime of taxation for agricultural producers has led to an even greater decline and deficits of the funds in farms. If a law that permitted the sale of land from 1 July 2017 will be accepted, farmers and peasants would be placed in such conditions where they will be nothing else like to sell for a pittance their shares and go to the laborers for the new masters or go abroad to seek a better life. This will lead to the final destruction of small agricultural enterprises and family farms, massive growth of unemployment and increased migration, as well as the death of villages and towns. Given the above, I appeal to You and demand: 1. To announce the holding of the referendum and therefore to ask the Ukrainians whether they want to allow the sale of agricultural land. 2. To prevent the creation of mechanisms that will afford to trade land for agricultural purposes, in circumvention of the moratorium, in particular through the adoption of the law on turnover of agricultural land, which proponents de facto, to sell the land from 1 July 2017; 3. To extend for 10 years the moratorium on selling agricultural land in Ukraine". This was reported in the Chernivtsi city Council
