In the Ternopil region on an educational visit are the delegations from four regions of Ukraine

Decentralization: change is possible" in the Ternopil regional state administration held a meeting with delegations of the Donetsk, Luhansk, Lviv and Transcarpathian regions. In General for the region the delegations arrived 48 people. Three-day training visit to GSS, which runs from 24 to 26 April, organized by the Office of reforms in the Ternopil region. With representatives of the delegation met the Chairman of regional state administration Stepan Barna. The head of the state administration shared experience of creation of United territorial communities in the area and advised on what in this process first of all should pay attention. So, according to him, United in territorial communities, are the main two components: effective management and financial viability. "Nothing better in the decentralization process as personal responsibility, no one came up, – said Stepan Barna. – Take, for example, the efficiency of land use. Now at least 25-30% of the land is not taken into account, i.e. taxes on it nobody pays. The same applies to the legalization of jobs. But because the efficiency of work in these areas must show a territorial community, because 60% of personal income tax from wages, so 100% of land tax coming in the budget of the community. Therefore, for me, decentralization is the possibility of developing communities of the region. The main thing is just to get a heads up if it was themselves interested in it". At the same time, as noted by Stepan Barna, the formation of communities in the region have not stopped. "Another important step in the process of decentralization is a clear delineation of powers of local governments, territorial communities and public authorities. Currently, local authorities should take responsibility for the quality of educational and medical services, so the question of the reform of education and medicine directly should be associated with the reform of decentralization," – said the head of the field. In turn, representatives of the delegations of the four areas above expressed the hope that they will adopt useful experience of the region in the process of decentralization and educational visit to the United territorial communities for them to be not only informative, but also effective.
