For the consideration of deputies of city Council included the question “On appeal regarding the need to continue the moratorium on sale of agricultural land in Ukraine and all-Ukrainian referendum”. So, in may of this year, the Verkhovna Rada of Ukraine, the government initiated a draft law "On turnover of agricultural lands". According to article 13 of the Constitution of Ukraine the land, its subsoil, air, water and other natural resources within the territory of Ukraine, natural resources of its continental shelf, the exclusive (Maritime) economic zone are objects of the ownership right of the Ukrainian people. We believe that sales of our main strategic resources – land, is invalid and at the moment premature, since more than 80% of Ukrainians live below the poverty line, and the only way of their survival is the earth. The government should take care of the development of agriculture, which will be based on small and medium-sized farms, not to lobby the Mercantile interests of the land landowners, whose main aim is the opening of a land market and a snapshot of buying Ukrainian black soil for a pittance. Given that land is a strategic resource and property of the Ukrainian people, respectively, the government, before introducing the land market, should hear the opinion of the people of Ukraine and to declare a nationwide referendum on the issue. We believe that the adoption of the draft law of Ukraine "On turnover of agricultural lands" without an assessment of the Ukrainian people is robbing its own people and a crime against him. Ukrainians should reasonably learn to trade not with earth, and bread! Given the above, we believe that the only way to resolve this problem is holding a national referendum on the issue, so turn to You and ask – under any circumstances not to vote and not make the law, which turned Ukrainian land into a commodity, because we are convinced that to sell the land – to sell its territory.
