Using banner of Victory during public holidays was prohibited by the Law of Ukraine

Distribution and public use, including during the celebration of any public holiday, any image, transcripts, including official copies of the Victory banner is propaganda of totalitarian Communist regime and prohibited by the Law of Ukraine. Reported by the Ukrainian Institute of national memory, referring to the Law of Ukraine "About the condemnation of the Communist and national socialist (Nazi) totalitarian regimes in Ukraine and the prohibition of propaganda of their symbols". Dissemination and public use of products containing symbols of the Communist regime, is propaganda of the Communist totalitarian regime. According to the law of flags, the symbols, images, or other paraphernalia, which are reproduced in the combination of the hammer and sickle, sickle, hammer and five-pointed stars of the plough (Rala), hammer and five-pointed star is a symbolism of the Communist totalitarian regime. Thus, the Victory Banner contains images matching the hammer and sickle and five-pointed star, which is the symbols of the Communist totalitarian regime. The ban does not apply to the use of symbols of totalitarian Communist regime on the originals of battle flags.
