the Law of Ukraine "On state social assistance to disabled from childhood and disabled children" defines the right to material security at the expense of the State budget of Ukraine and social protection of the disabled since childhood and disabled children through the establishment of state social assistance in percent of the subsistence minimum. Persons with disabilities from childhood, which have simultaneously the right to state social assistance in accordance with the said Law on pension and state social assistance pursuant to Law of Ukraine "On state social assistance to persons who are not eligible for pension and disabled people", appointed at the choice of with disabilities one of the types of assistance or pension. In this case, if the person with disabilities since childhood or child with a disability is entitled to a pension in respect of survivors ' benefits and state social assistance according to this Law, these payments are assigned at the same time. State social assistance to persons with disabilities since childhood, according to the Law of Ukraine "Pro-governmental social assistance to disabled from childhood and disabled children" is assigned for the duration of the disability established by the bodies of medical social examination. State social assistance is granted and paid in full by the bodies of social protection of the population from the date of application for its purpose. State social assistance to persons with disabilities since childhood of i group, subgroup A and B may amount to 100 percent of the subsistence minimum for persons incapacitated. Allowance caring for a person with disabilities since childhood of i group, subgroup A is set at 75 percent of the subsistence minimum for persons who lost working capacity, for a person with disabilities since childhood of I group, subgroup B, with or without installed sub – groups in the amount of 50 percent of the subsistence minimum for persons incapacitated. If the monthly size of state social assistance allowance for the care of persons with disabilities from childhood And subgroups of group I reaches the size of state social assistance care allowance, paid to disabled children And subgroups in age from 6 to 18 years, is a monthly surcharge in the amount which is lacking to the specified size. For persons with disabilities since childhood of II and III groups the size of these is 80% and 60% of the subsistence minimum for persons incapacitated. Single persons with disabilities since childhood of II and III groups, which are based on the conclusion of medical Commission of treatment-and-prophylactic institutions in need of constant nursing care, provides for the allowance to care for them to state social assistance in the amount of 15 percent of the subsistence minimum for persons incapacitated. For children with disabilities, state social assistance is granted for the period specified in a medical report, which is issued in the procedure established by the Central Executive body, providing forming of state policy in the sphere of health, but no more than a month the child with disabilities 18 years of age. State social assistance to disabled children under the age of 18 years shall be appointed in 70 per cent of the subsistence minimum for persons incapacitated. The size of state social assistance is assigned to children with a disability, a disease which is associated with the Chernobyl disaster, increased by 50 percent. In addition to state social assistance to children with disabilities may be assigned to Supplement the care. In 2017, the size of state social assistance to persons with disabilities from childhood and children with disabilities come from the subsistence minimum for persons incapacitated and children of appropriate age, as provided in article 7 of the Law of Ukraine "On State budget of Ukraine for 2017". Thus, the size of state social assistance (subject to the regulations of the Cabinet of Ministers of Ukraine dated 26.03.08 No. 265 "on Some issues of pension provision of citizens" (with changes) with 01.05.17 is: * for persons with disabilities since childhood of i group, subgroup A – 2 695,40 UAH; * for persons with disabilities since childhood of i group, subgroup B – 1 968,00 UAH; * for persons with disabilities since childhood of II group – 1 312,00 UAH; * for persons with disabilities from childhood of the III group – 1 312,00 UAH; * for persons with disabilities from childhood of the II group with allowance for care – 1 312,00 UAH; * for persons with disabilities from childhood of the III group with a premium on care – 1 312,00 UAH; * for children with disabilities (without allowance for care) – 1 312,00 UAH; * for children with disabilities of subgroup A under 6 years with an allowance to care – 2 344,40 UAH; * for children with disabilities up to 6 years premium care – 1 631,40 UAH; * for disabled children the sub-group And from 6 to 18 years with the allowance to care – 2 695,40 UAH; * for children with disabilities from 6 to 18 years with the allowance to care – 1 806,90 UAH; * for children with a disability, a disease which is associated with the Chernobyl catastrophe from 0 to 18 years – 1 377,60 UAH; * for children with disabilities of subgroup A, disease which is associated with the Chernobyl catastrophe up to 6 years with the allowance to care – 2 803,60 UAH; * for children with a disability, a disease which is associated with the Chernobyl catastrophe up to 6 years with the allowance to care – 2 090,60 UAH; * for children with disabilities of subgroup A, disease which is associated with the Chernobyl catastrophe from 6 to 18 years with the allowance to care – 3 154,60 UAH; * for children with a disability, a disease which is associated with the Chernobyl catastrophe from 6 to 18 years with the allowance to care – 2 266,10 hryvnia.
