So here are a few questions to the Chairman of the Ternopol regional state administration from "Our DAY" made plans for the future and a difficult present. – Stepan, according to the Committee of voters of Ukraine, you again entered the top five managers in the region, in particular, took fourth place. The rating is based on the results of socio-economic development of the region in the first quarter of this year. In the Ternopil region increased significantly the industrial production, the region has become more export of various goods, including agricultural. Increased rates of housing... And how do You evaluate what You have already done at the head of the regional state administration? For me it is significant that thanks to the joint position, perhaps for the first time in the history of the area, chairmen of regional state administration, regional Council and even the city, you can do a lot of kind and helpful fellow. After all, what numbers or some qualitative indicators? This filling local budgets, and employment, it is the lives of the people. – However, according to statistics, the average level of wages in the Ternopil region – still one of the lowest in the state. In February it amounted to UAH 4790. – We made an analysis of the level of this indicator – and I will say that our situation is not so bad. First, one-third decreased wage arrears. Secondly, please note that over the last two years the average wage in the region has doubled – to 2273 of the hryvnia and the gap srednedushevogo figure is reduced to a minimum. It should also come from employment, because the majority of workers we have in the public sector. Here the greatest number of fractured posts, sometimes people are working on 0,25 rates. Some time in the area was a fashionable trend to get a job at anchor. And it now affects. The problem is solved and the maximum gain the possibility of raising the average wage. – Ternopil oblast is the leader by the number of newly established territorial communities. At the same time, many localities are still working in the old way. Can safely say that such enterprises have improved people's lives? – Is indisputable. Take a trip to Velikiye Gai, Ivano-Frankovsk, on the backside of the Mill's community in Skoryky, New village Podvolochisk district... will See qualitative changes firsthand, make sure not hearsay. Last year 141 million UAH of budgetary funds were directed to infrastructure development of local communities. And now there is a serious dynamics with the rest of the proceeds. In the first quarter of this year, nearly 50 percent of the surplus in the budgets of the communities. That is, it is real resources that can help survive the village. And evil to those who are told that decentralization is a step in the destruction of the village, turns on the contrary, the return to life. Please note that now a lot of grant programs for comprehensive support of communities, for example, the international project DOBRE, UNDP Project "Local development, oriented on colossus" and others. Effective various joint projects, both foreign and government, with the communities of the region. This year, for example, we again plan to almost 115 million UAH to be spent on development of infrastructure of territorial communities through public subsidy. There are 10 million in the Shumsk community (last year – 25 million UAH). and two million 118 thousand UAH receive Velykobagachanska community. Why given this example? Because until recently, Sumino spoke as remote and forgotten by God and the authorities of the district. Millions in subventions now they're investing in repair of roads, reconstruction of treatment facilities, energy efficiency... And this is a perfect example of what gives the decentralization. – Nearly 450 million hryvnias, the Ministry of infrastructure of Ukraine has allocated for repair of roads in the area. Had enough of these funds, which are the priority? Responsible of unscrupulous contractors when, for example, six months after the overhaul the way again in the potholes and pits? – The funds plan to use the restoration of one of the key sections of trunk road "Ternopil-Dubno. Now in full swing works. Such a large-scale highway construction in the area was not. The second direction: Kyiv-Lviv. Against unscrupulous contractors, more than 15 companies that have not completed construction work, will lose the opportunity to work with state authorities of the region this year. Where there is a legal basis, we require to correct the deficiencies. – Our region is still the leader in the number of migrant workers. Are we really so poor, or simply ceased to be patriots? – As to me it is the regular migration of labour. People are always in search of a better life and greater pay. If you ask me whether there are jobs here in the region, will respond that there is more than enough. However, can our entrepreneurs to provide such salaries that people expect? Obviously not always, so anyone go to work. But if last year we created 5200 jobs this year only in January-February – 7 thousand, including due to the legalization. As a consequence, have over-fulfillment of local and regional budgets. So I repeat: a business that wants to work in the field, will not receive any obstacles, only a desire to create jobs, pay taxes and raise average wages. – Ternopil oblast – the region of agricultural. The land is leased by a dozen or two farmers and even foreign representatives. The villagers are now not really have to make money, even to sell locally grown in their own garden products, because the processing industry, as such, is virtually nonexistent. Your vision of the problem, and also, can you comment on its position regarding the moratorium on the sale of precious Ukrainian soils? Now you just need to change the priorities. We have large agricultural holdings, which have from 40 to 75 thousand hectares. My first question: and how many people are working? If 100 acres is occupied by one person and someone arrives just for the seed to explore the field – Yes, there is a problem and it should be solved. But there are examples of other companies. When they work not only in the direction: to sow is to collect, but also create jobs, take care of social infrastructure. in the area there are cooperatives that are engaged in the cultivation of raspberries, strawberries, there are examples on Kremenetskyi. We have also successfully developed the gardening that gives work to people not only in season, but in the storages during the year. You can call the farmers to develop livestock, worried really to the village had a perspective. Regarding the moratorium. I believe that land should be sold. But only the citizens of Ukraine and enterprises, which are owned by Ukrainians and which are registered in Ukraine. And resell can also only Ukrainian firm. Let me explain why. De facto, land sale already happening for a long time. But he is the shadow. People sell the right to lease, smart businessmen seek out a variety of clever schemes. Therefore, it is necessary to clearly define all the rules to win we were Ukrainians. – Are you energetic, enthusiastic and very ambitious Manager. Share plans for the future. – Construction and repair of roads. Just this year plan from a variety of sources to draw on to improve the infrastructure of the region about one billion hryvnia. And about half that amount, as I said, will go on the road. Next. Communities, their financial support, the Association with those who are more able. A different perspective no. Attracting investment, creating new jobs, that is what, above all, evaluate the efficiency of the regional state administration. Another direction is the restoration of military units. Think one of the biggest achievements of his team – returning to Ternopil 44th separate artillery brigade, combat military units. This year active recovery work is conducted in a military unit in Terebovlya, where you will be able to accommodate about 700 of our gunners. This has attracted around nine million. Produce design documentation for the restoration of the military unit in Chortkiv, where it will serve about 500 people. – You pay great attention to the sport. It is worth remembering only the opening of the modern swimming pool in Kozova, the construction of which began almost thirty years ago, and You managed to bring the unfinished to the end. So, I think You and this area is no less interesting projects. – Sport is really one of my priorities. Therefore, in the nearest plans – the restoration of the rowing channel, which we call the "Water arena "Ternopil". The total cost of this project is around UAH 20 million. Here are working with the city government of Ternopil and planned to Finance the work 50/50 from regional and municipal budgets. When the idea becomes a reality, will be able to attract for training and competitions not only for the national team, but also overseas. The company plans to open mini-football fields with artificial turf not only in the areas, but also territorial communities. And if briefly to perform last year – almost a billion hryvnia – this was the capital investments of budgetary funds in the infrastructure area. Our work of bodies of state power and local self-government – touched 500 settlements, implemented more than 500 projects. The biggest achievement is in the field of medicine, modern diagnostic center, which will open on the University hospital – it cost more than 40 million. Now work continues on the creation of a modern cardiology center, where he invested more than 20 million hryvnia, which will host the open heart surgery. Mode of the education system. During my leadership, opened a new school, updated after major repairs 4 OOSH, installed in educational institutions, almost 8 thousand energy efficient Windows, equipped with 88 classrooms, purchased school buses 45, created the 15 schools. We have in 1050 villages. We did one good deed in half of them. If 25 years embodied one nice thing, we would have already had 25 new facilities in each settlement region. And this is in conditions of war. We also support the army. But understand that without an economy do not build a strong state. So, as I've noticed, the most important thing is attracting investment, creating jobs and building the new Ternopil. We have all chances to become a successful developed region.
