Chernivtsi: Completed annual evaluation of activities of chief accountants of budget institutions
To fulfill the requirements of article 112 of the Budget code of Ukraine, paragraph 2 of the Model regulations on accounting service of budgetary institutions, approved by the decree of the Cabinet of Ministers of Ukraine of 26.01.2011 No. 59, order of the Ministry of Finance of Ukraine dated 01.12.2011 ¹1537 "About approval of the procedure of evaluation of the implementation of the chief accountant of the budgetary institutions of their powers" the Directorate of State Treasury service of Ukraine in Chernivtsi conducted external evaluation run by chief accountants of budget institutions of their authority for the year 2016. Of the 75 public institutions who served in the Department of the Treasury as of 1 January 2017, 53 budgetary institutions (71% of the total) were evaluated for activities of the chief accountant. It should be noted the increase in the level of fiscal discipline among the accounting managers of public sector institutions. In particular, without exception, chief accountants, with respect to which was conducted by external evaluation, have received positive result. Of them, 51 chief accountant received the maximum number of points. In activities 2 chief accountants, or 4% of those who were subject to the assessment, in 2016 year, there were disadvantages, which is twice less than last year. 22 budgetary institutions was not carried out evaluation activities for the past year for a variety of reasons: stay in the maternity and childbirth, child care up to 3 (6), dismissal of the chief accountant prior to the evaluation of its activities, appointment for a definite period of stay in office less than a year and the like. Violations of the budget legislation was the Department of the Treasury in 2016 fixed to a greater extent in activities of chief accountants who were in office less than a year, or acting.
