Chernivtsi: At the meeting of the platform for the development of local self-government discussed the new draft laws on decentralization
chaired by Chernivtsi mayor Alex Kaspruk has held session of the regional platform for the development of local self-government on the theme "innovations in the laws on decentralization of power and implementation features in Chernivtsi region". The meeting was held in the framework of the project "development of a policy of strengthening local self-government in Ukraine" realized by the Association of Ukrainian cities with the support of USAID. The meeting was attended by deputies of Ukraine, representatives of Executive authorities and local self-government, public figures, chairmen of the joint community and city heads. "We are considering very important legislation in the field of decentralization adopted this year by the Verkhovna Rada of Ukraine – said Alexey Kaspruk. – There are also legislative initiatives that are now in the Verkhovna Rada. We are talking about the act that reglamentary the transfer of property to local authorities of land outside of the settlement. Important is the simplification of the consolidated territorial communities and the like." The participants of the meeting discussed the accepted bills Sodi voluntary uniting of territorial communities, regulation of legal status of elders. They also spoke about the legislative distribution of powers of bodies of state power and bodies of local self-government in the context of the formation of a significant number of United communities within the administrative districts, the problems of filling of budgets of territorial communities in 2017, issues of authority in the newly created United communities. Stated that Bukovina are interested in decentralization reforms and the creation of a successful United community. The participants of the platform stressed that the process of decentralization needs to occur in a legal direction, and to solve pressing problems in local government should continue to cooperate productively with the Association of cities of Ukraine.
