the Workshop "ensuring the ability of the United territorial communities" was held on may 23 in Ternopil. The event was organized by Ternopil Center of development of local self-government. The participants were the Chairpersons and deputies of district councils. "During the workshop we raised a number of important issues. This quiet sabotage on the part of chairmen of district councils and of deputies concerning the reform of decentralization and avoidance of the process of reform, and ignorance of the main objectives of the reforms and ways of forming new territorial framework and system of government. And also reluctance to change the system of government and to take on additional powers, in particular, regarding the ability of GSS, not awareness of responsibility for economic, social and political development of the territories and the like", - said the Director of the Ternopil centre for the development of local self-government Viktor lytvynchuk. During the seminar special attention focused on the need to build new systems of thought, namely the transition from psychology to the layman psychology of the owner. And also the creation of horizontal partnerships between district councils/MPs and GSS.
