In Chernivtsi discussed energy diplomacy

24 may in Chernivtsi was held a round table on “Energy diplomacy – what it means for Ukraine.” The event was held at the initiative of the Bulgarian diplomatic Institute and the organizational support of the company iC consulenten Ukraine. The round table participants – experts of the Bulgarian diplomatic Institute, Slavcho neikov, the first Director of the Energy Community Secretariat, Ambassador Luchezar Matev, PHD, an expert in the field of energy and Atanas Georgiev, lecturer, University of Sofia SV. Clement of Ohrid, Elena Rybak, Director of iC consulenten, and member of the Board of European-Ukrainian energy Agency, moderated the roundtable, as well as Bukovina community – representatives of authorities, public organizations, experts on energy. The Bulgarian team arrived in Chernivtsi in the framework of the educational project on energy diplomacy, which is funded by the governments of the US and Bulgaria through a Fund aimed at supporting initiatives related to energy security and diversification of energy in the Western Balkans, Ukraine, Moldova, Georgia and Armenia. It is a cycle of lectures on energy diplomacy for students of four leading Ukrainian universities and meetings with representatives of business and local authorities in Kyiv, Chernivtsi, Lviv and Kharkiv. 22 and 23 may, the experts held a lecture on energy diplomacy for students of Chernivtsi national University named after Yuriy Fedkovych. Energy diplomacy is increasingly heard in the political and economic space of Ukraine. It's a real tool for solving the global issues of the development of the energy market: – sustainable energy consumption in the country and uninterrupted operation of the power system, – the early response to external threats in the energy sector, – the resources (including financial) for the development of the internal energy market and energy in General, – integration of the Ukrainian energy market with regional and global energy markets – Ukrainian energy companies, regional energy markets, – strengthen Ukraine's presence in the regional energy markets – assist in the promotion of other economic interests of Ukraine due to the successful implementation of joint projects in the energy sector abroad, – a proactive stance in international organizations, – macroeconomic alignment, – training of personnel for effective energy diplomacy and more. Chernivtsi mayor Alex Kaspruk, confirmed that the issue of energy diplomacy is one of the most important for the city: "This issue is not only the national level, because we are implementing energy efficiency projects, and understand how much is lost Ukraine during the years of independence, and now need to catch up processes at both the local and international levels. This and the creation of new businesses in the city and attracting international partners, and the issue of the economy as a whole." Mr. Kaspruk has concluded that the level of awareness among population on energy issues is very important. The city authorities began to proactively implement energy efficiency projects in the city, realizing that the process of decentralization will increase the burden on the city budget. "It just happened. it is important to teach the population with school-age children is reasonable to treat the consumption of energy resources, therefore, training program on the energy topic is very important," he concluded. At the round table of the Bulgarian experts shared their rich experience in this field. “In the Ukrainian energy diplomacy needs to be a platform for energy cooperation,” – said the Ambassador Luchezar Matev. In Bulgaria energy diplomacy brought together all the stakeholders of the energy market – business, analytical and public organizations in the energy sector and public authorities”. A Luchezar Matev noted that in Bulgaria there is also Ombudsman in the energy sector, which plays an important role in the energy diplomacy of the country. During the negotiations on accession to the European Union, Bulgaria won a lot, but some what lost. Positive and negative experience of Bulgaria can be very useful for Ukraine. Slavcho neykov stressed that the issue of purchase of coal fell out of the field of view of the Ukrainian energy diplomacy, giving way to the oil and gas industry. However, there are international partners of the joint position on this issue – Bulgaria, Romania, Poland and Lithuania – cooperation with which will help Ukraine to find a solution to this problem. Elena Rybak, Director of iC consulenten, and member of the Board of European-Ukrainian energy Agency, moderated the roundtable, said that one of the key success factors of the Ukrainian energy diplomacy is training for state agencies that would deal with this subject. Foreign partners of Ukraine in my own experience I understand how important it is to invest time and resources in the new generation, which could lead Ukraine to a new level competent dialogue on the subject of energy diplomacy. It is therefore made possible this educational project of the Bulgarian diplomatic Institute, one of the stages which took place this time in Chernivtsi. "We hope that through lectures, hundreds of Ukrainian students will discover new aspects of this important topic and maybe start to explore it more deeply and professionally," said Elena Rybak.
