In Volyn region the results of activities in the sphere of protection of the rights and freedoms of children
In terms of legislative changes and reforming of bodies of Prosecutor's office of area actively and effectively used powers under the protection of the rights of children in conflict with the law, as well as outside criminal proceedings. As a result of a joint law enforcement operation during 2017, a decrease of almost half the number of crimes committed by juveniles. With the active work of prosecutors failed to enforce the constitutional rights of children in conflict with the law. Procedural guidance for juvenile prosecutors, the National police, the court sent 33 criminal proceedings on crimes committed by juveniles, including 2 agreements and reconciliation 3 application for exemption from criminal liability. Carrying out supervision of observance of laws in criminal proceedings on crimes committed by minors, prosecutors in the current year, the police sent 2 letters about elimination of infringements of the legislation at investigation of cases in this category, given 4 written instructions. Left the Prosecutor's office side and issues on combating suicide among minors and the incitement of children to suicide, in particular through the network "online communities" and "Internet games". Reacting to the spread of "online communities" and "web sites" that predispose children to suicide, the Prosecutor's office initiated criminal proceedings, which were blocking the respective web pages. This issue also became the subject of discussion in the Prosecutor's office at a joint meeting of heads of governments and law enforcement agencies of the region. As a result, failed to prevent 2 cases of suicide by children who participated in these "games". Improved the rights of juveniles in the enforcement against them of judicial decisions in criminal cases and applying other enforcement measures, floor’connected with restriction of personal liberty. In exercising oversight in this area in the current year bodies of Prosecutor's office of area brought 6 guidance on the consideration of which disciplinary charges were brought against 13 officials. In collaboration with bodies and institutions of execution of punishments there were no grave violations of the rights of juveniles in places of detention and pre-UV’imprisonment. Given the legislative changes, prosecutors have provided active use of powers to protect the interests of the state in the sphere of protection of children outside criminal proceedings, by applying to the court with statements of claim. So, in 2017 to protect the interests of the state in the field of child protection prosecutors pred’revealed 7 claims in the amount of 1.46 million UAH. of which 4 claim in the amount of 564 thousand UAH. already satisfied, others are under consideration.
