June 6 deputies of the Verkhovna Rada will vote for the inclusion in the agenda of the bills that have to launch medical reform in Ukraine. These bills are developed by the Government on the implementation of the health reform approved by the decree of the Cabinet of Ministers of Ukraine ¹ 1013-R of November 30, 2016, and modified parliamentary working group. They are introducing a new effective mechanism of the implementation of the patients constitutional right to free medical care, access to quality medical care and medicines. What exactly introduced these bills: 1. The new effective mechanism of realization of the constitutional right to free medical care, access to quality medical care and medicines. 2. State guarantee of payment provided to patients of medical services and medicines at the expense of the state budget on the principle of "money follows the patient". 3. The concept of "state guaranteed package" – a certain amount of medical services and medicines, which the state undertakes to pay at a predetermined uniform rate, which is approved by Cabinet annually. State financial support is provided regardless of any additional criteria to all citizens of Ukraine. 4. Full payment from the state budget will be subject to medical services and medicines at the level of primary and emergency (about 80% of all citizens), as well as palliative care. Funding of other types of medical services will be determined by CMU. The component of medical care at all levels and always will be paid by the state. 5. In the case of partial coverage is introduced official SPOPAT for services received. SPOPAT can be carried out at the expense of the patients or through other sources (for example, mandatory social health insurance, voluntary health insurance funds, local budgets) according to the established Cabinet of Ministers fixed rate SPOPAT, beyond which charging is prohibited. 6. Medical services within the guaranteed state of the package provided by the health care institutions of any form of ownership and physical persons-entrepreneurs who have a license to practice medicine in accordance with the agreements about medical services concluded with the National health service ("NCSU"). Payment for services rendered to patients of the service will be done, NSSO on the basis of such contract. 7. The state financial guarantees are introduced gradually, at the primary level beginning in January 2018, at the other levels until 2020. 8. In Ukraine will be recognized by the international clinical guidelines, will apply the best global practices and achievements of evidence-based medicine. 9. Benefits that already exist in the field of medical care, remain in force and are implemented in accordance with the laws by which they are introduced. 10. Additional state financial guarantees the full payment of treatment for the participants of anti-terrorist operation ("ATO") for recognition of their contribution and sacrifices for the protection of Ukraine.
