In the Ternopil region, the government abolished state regulation of prices for food products and services in the markets in
the Cabinet of Ministers of Ukraine adopted the resolution dated June 7, 2017 ¹ 394 "On amendments to attachment to resolution of Cabinet of Ministers of Ukraine of 25 December 1996 # 1548 and the recognition of such that has lost force, certain resolutions of the Cabinet of Ministers of Ukraine", which abolished state regulation of prices for food products and services in the markets. In particular, from 1 July 2017 abolished state regulation of prices for food products and services with regard to: trading allowances is not more than 15 percent of the wholesale price of the manufacturer (customs value) for 15 groups of products (flour, bread, pasta, cereals, sugar, beef, pork and poultry meat, boiled sausages, milk, cheese, sour cream, butter, sunflower oil, chicken eggs); Declaration of change of wholesale prices on 13 product groups (wheat flour premium, first and second grades, peeled rye flour, buckwheat groats, beef, pork, poultry meat (carcass), meat products cooked, except flour, cow's drinking milk (pasteurized, packaged in the film), lactic cheese with fat content up to 9%, sour cream with fat content up to 20%, butter with fat content of 72.5 percent, eggs, sugar, sunflower oil); marginal levels of profitability of production of flour and bread social varieties; marginal levels of profitability and mark-UPS for baby food; marginal levels of profitability packing (packaging) of food products on which introduced state regulation of prices, excluding the cost of raw materials does not exceed 10%; state regulation of prices for services in markets for the sale of food and nonfood products. Note that the abolition of state price regulation for food products was preceded by a pilot project from October 1, 2016 has been suspended the state regulation of prices on the above goods and services, according to the resolution KMU of September 22, 2016 No. 656. This decree was entrusted to the state statistics service, regional and Kyiv city state administrations to conduct monitoring of prices for food products and by 1 January 2017 to provide economic development information on the results of monitoring. In turn, the Ministry of economic development was required by results of monitoring of the Government to provide information on the results of the pilot project and proposals for improving state regulation of prices for goods and services in the field of production and sales of food products. According to the Ministry of economic development, the result of monitoring the implementation of the pilot project proved that the suspension of state price regulation did not significantly affect the dynamics of prices in the consumer market, therefore, the pilot project is successful. As stated in comments by government decree, the main goal of deregulation is to reduce the administrative burden on businesses, elimination of excessive state intervention in economic processes, the development of competition and debureaucratization (deregulation) in the area of pricing. The decision of the Government will simplify the procedure of changing the prices depending on the price movement of the market that will enable manufacturers to respond faster to market shifts. Because price controls on food products is abolished, entities to set prices in free pricing, depending on supply and demand in the consumer market.
