In the Ternopil region in the framework of the tour "Change" discussed the changes in public health

the Presentation of the tour "Change: cooperation for the sake of change" and discussion of system changes in health care took place on June 13 in Ternopil regional state administration under the leadership of Deputy Minister of health of Ukraine Roman Ilyka, Chairman and co-founder of the NGO "Centre UA", former Vice-Prime Minister for European integration Oleh Rybachuk and experts from the medical reform Reanimation package of reforms of Alexander Yabchenko. Participating in the discussion were Deputy Chairman of the Ternopil regional state administration Yuriy Eureka, head of the Department of health Ternopil regional state administration Volodymyr Bogaychuk, Deputy head of Department – head of division of medical assistance of the Department of health Ternopil regional state administration Tatiana Skarlos, key staff and non-specialists of the Department of health Ternopil regional state administration, head physicians of treatment-and-prophylactic institutions of the region, the representatives of the United territorial communities, social activists, journalists and local entrepreneurs. During public discussion the following issues were raised: what are the election rules will allow to start the change of political elites in the country; what you have to do community for change implementation on the example of health reform; how taxpayers can control what their money is being spent; under what conditions the authorities will hear the positions and demands of citizens and how to influence decision-making. "Our goal is to make the democratic changes in Ukraine are irreversible. To change the country – harder than criticizing those who already change. To understand the reform, more difficult than offense because you didn't ask for your opinion. Only awareness of change and cooperation for their implementation will trigger an irreversible democratic processes. We launched and went on a nationwide tour to raise the position of the active communities to develop systemic change. We turn meaningless criticism to understand the position and mobilizing the support of citizens, reforms to be earned", – said the Deputy Minister of health of Ukraine Roman Ilyk. But the head of the Department of health Ternopil regional state administration Volodymyr Bogaychuk noted that during the years of Ukraine's independence the health system was one of the few unreformed areas of life of Ukrainians. "It is inefficient, does not perform its functions and is in critical condition. Patients have to pay for medication so the services of medical staff from his own pocket. So to start this reform is necessary, because this will give the opportunity to change the funding system and the relationship "doctor – patient", "patient – doctor" to residents of our region and Ukraine as a whole was able to feel the improvement in the quality of medical services and in relation to itself", – he stressed.
